紐西蘭國家教育成就證書評量標準及其應用之研究 —以中學英語科為例

摘要


本研究旨在探討國家教育成就證書評量標準如何應用在中學教案設計與試卷批改上。研究者想要了解,一個理想的素養導向標準本位評量,如何運用課綱與評量標準,達到課綱、教學、評量三者緊密結合的目的,因此擬研究國外運作素養導向標準本位評量的成熟案例。研究者探討紐西蘭中學裡使用課綱與評量標準來設計教案與批改試卷的實例,以文件分析法與內容分析法,佐以半結構式訪談與問卷訪談,分析評量標準如何實踐在教案設計與試卷批改上。研究者首先說明核心素養的建立,有賴於課綱、教學、評量三者緊密結合,而評量標準可以連結這三者。但目前國內對評量標準的研究,在教案設計與試卷批改的應用,均有不足,因此研究者選擇紐西蘭的素養導向標準本位評量:國家教育成就證書為研究目標。首先探討評量標準的理論,然後說明紐西蘭中學教師所依據用來設計教案的工具:紐西蘭課綱與國家教育成就證書評量標準。之後,研究者以實際教案來分析,教案的寫作如何根據課綱與評量標準來進行。試卷評量的部份,研究者採取實際試卷的老師評語,來分析老師如何根據評量標準來給予等級以及建議。研究的結果得知,紐西蘭中學教師在設計教案與試卷批改時,確實能遵照課綱與評量標準的規定進行,以致於能順利推展國家教育成就證書這個素養導向標準本位評量。

This study aims to discuss how the assessment standards of the National Certificates of Educational Achievement of New Zealand apply to the designing of teaching plans and grading of test papers in the scenario of New Zealand secondary schools. The researcher wants to understand how an ideal literacy-oriented standard-based assessment utilizes the curriculum and the assessment standards to achieve the purpose of close integration of the curriculum, instruction and assessment. Bearing it in mind, the researcher intends to study successful cases of literacy-oriented standard-based assessment which have been implemented thoroughly in other countries. The researcher discusses the use of curriculum and assessment standards in designing lesson plans and marking test papers in New Zealand secondary schools, and uses document analysis method, content analysis and semi-structured interviews together with questionnaires to analyze how assessment standards are practiced in lesson plan designing and test paper marking in real-life scenario. The researcher first explains that the establishment of core competencies depends on the close integration of curriculum, instruction, and assessment when assessment standards can link these three. However, the current domestic research on assessment standards in Taiwan is insufficient in the design of lesson plans and the application of test paper marking, so the researcher chooses New Zealand's literacy-oriented standard-based assessment: National Certificate of Educational Achievement (NCEA) as the research target. This thesis first discusses the theory of assessment standards, and then explains the tools used to design lesson plans for New Zealand secondary school teachers: the New Zealand Curriculum and assessment standards of the National Certificates of Educational Achievement. After that, the researcher uses the actual lesson plan to analyze how the writing of the lesson plan is carried out in accordance with the curriculum and assessment standards. In the part of the assessment of the examination paper, the researcher analyzes the teachers’ comments from the actual test papers to figure out how teachers give grades and suggestions according to the assessment standards. The results of the study show that New Zealand secondary school teachers can indeed follow the requirements of the curriculum and assessment standards when designing lesson plans and marking test papers, so that the National Certificates of Educational Achievement can be implemented as a successful literacy-oriented standard-based assessment.
