Horse racing has been introduced more than one century in Hong Kong. Meanwhile, betting on horse racing used to be the partial colonial rule to rein in the Hong Kong Chinese. Despite unjust incidents such as the segregation policy, the Happy Valley Racecourse fire in 1918, and the Canton–Hong Kong strike in 1925. The Hong Kong Chinese are not only addicted to horse racing but also realize that their status and social value have to be improved under British colonial rule. Therefore, this research aims to study the status and the relationship between foreigners and ethnic Chinese of Hong Kong horse racing activities and goes with historical analysis and literature review on newspapers, the related publications, and old photos of the Hong Kong Jockey Club database. Three major findings of this study are as follows: firstly, the British Empire introduced and promote horse racing and other sports in Hong Kong quickly in the early colonial period. However, the Hong Kong Chinese rarely participated in clubs, activities, and sports events before the 1920s. The gap between foreigners and ethnic Chinese was still widening, the disparity of horse racing was only a microcosm of the colonized community at the time. Secondly, besides the Happy Valley Racecourse fire incident, there were the labor movement and the Canton–Hong Kong strike, the succession of events occurred in 1918 which led up to the Chinese national consciousness of the Hong Kong Chinese and therefore they want to overthrow the old regime. As a result, the colonizer changed the policy from forcing to conciliating. The Hong Kong Jockey Club also started receiving Chinese members and jockeys. Finally, the Hong Kong Jockey Club unexpectedly allowed two Chinese to join the Club in 1926. In contrast, the ethnic Chinese still unable to involve in decision-making until Hong Kong was under Japanese rule and that turned over a new leaf of horse racing.
