This study aims to explore the relationship between declining birthrate, education level, and labor participation rate. It is a reference for government officials to determine labor policies. The empirical evidence uses statistical data provided by counties and cities from 1998 to 2018 to test the relationship between declining birthrates in counties and cities. The relationship between labor participation rate, and the adjustment effect of education level. The empirical results found that there is a positive relationship between declining birthrate and labor participation rate, and education level has a moderating effect on the relationship between declining birthrate and labor participation rate.
