觀光老街火災搶救之研究-以淡水老街為例

摘要
淡水觀光老街歷史悠久，位於新北市淡水區中正路、重建街、清水街等一帶，鄰近淡水捷運站，由於交通方便，因此淡水老街每到假日總是人山人海，為家庭旅遊、娛樂休閒的好地方，淡水老街也集美食、小吃、老街為一身，近年來淡水老街更因不少古董店及民藝品店進駐，也營造出民俗色彩與懷舊風味，致使例假日到淡水觀光老街的遊客絡繹不絕。因淡水觀光老街火災潛藏風險高，本研究擬針對淡水觀光老街區域涵蓋範圍，透過實地勘查，分析現場淡水觀光老街人潮疏散動線紊亂、消防搶救受限制、交通等潛勢危險因子，並深度訪談多位消防資深人員的實務經驗與意見，進一步研究倘若淡水觀光老街發生火災案件時，要如何利用現有的消防人員、車輛及配置，精進目前的火災搶救效率，並藉由實際到達現場進行模擬，進行消防單位現場車輛及人力部署，將現有的火災搶救模式作探討，精進未來的火災案件搶救作為，藉以作為消防機關針對淡水觀光老街地區或類似場所在緊急意外事故搶救上之參考依據。

The historic and famous Tansui Old Street is located on around Zhongzheng Rd., Chongjian St., and Qingshui St. of TansuiDistrict. There are plenty amounts of famous local food restaurantsand street food stands there.Recently, an increasing number of antique stores and local cultural stores can also be found there, which makes it more nostalgic and attractive. There is a nearby MRT station, and it is quite convenient for people to travel there via either the public transport or their own vehicles. Thus, it’s always full of people during holidays. Because there is a high risk of fire in Tansui Old Street in hiding, we investigate on the tailored firefighting methodologyfor fire accidents occurredon Tansui Old Street in this paper. The research is achieved via the field surveys and analyzing the evacuation drill, the rescue-conducting constraints, the traffic environment, and the potential dangerous factors. We also consult many senior firefighters about the practical experience and opinions for the strategies to tackle the fire accidents occurred on Tansui Old Street, including arranging human resources, firefighting trucks, and deployment efficiently. The proposed methodology is field-operated successfullyand can be combined with the existing schemes to improve the future firefighting rescue action. The research result is also applicable to occasions with similar properties and can be a reference to tackle the fire accidents.
