都市更新是開發中國家及已開發國家最重要的都市計畫施政要項。以往對於都市更新之研究主要以法律面、政策面及執行面之探討為主,有關都市更新融資面相關研究相對較少。 鑑於都市更新是政府推動的重大建設之一,都市更新建築融資可協助政府都市更新政策之推動,也是未來銀行的重點業務。為維護銀行授信之安全,對都市更新建築融資面的探討有其必要,此乃本研究之動機。 有關本研究之目的包含:1.探討都市更新實務運作模式與相關法規,以利銀行評估。2.探討銀行承作都市更新建築融資的風險與其解決的方法。3.探討銀行承作都市更新建築融資授信評估之原則。 本研究以專責辦理都市更新建築融資A銀行之營建產業中心為研究個案,整合有關銀行承作建築融資及授信評估相關文獻,藉由深度訪談方式,以達成研究目的。 本研究之結論:1.都市更新計畫透過審議機制,並由政府監督執行成效,以確保計畫可行性。2.政府已持續修法來解決都市更新執行所遇到的困難,加速推動都市更新。3.銀行運用信託機制與授信條件安排,以及政府公權力的協助,可降低銀行承作都市更新建築融資之風險。4.銀行在承作都市更新建築融資時,係依授信5P原則(即借款戶、借款用途、還款來源、債權保障、授信展望)來辦理授信風險評估。其中以借款戶及還款來源為最重要的評估原則,而擔保品與工程造價是決定融資額度的主要因素。
The urban renewal is the most important part of the urban planning policy of the developing countries and developed countries. Former studies on the urban renewal are mainly focused on the laws, political policies, and execution. The financing for the urban renewal, however, has received less attention. This study is motivated as follows. Urban renewal is expedited by the government. Additionally, the construction financing, capable of significantly facilitating the urban renewal, is becoming the focused business of banks in the future. Researches for maintenance of the security of claims and credit for the urban renewal construction financing are thus required. The purposes of this study include: to explore the practical operation of urban renewal, relevant laws and regulations for the banks to evaluate more easily; to explore the risks of urban renewal construction financing and provide the solutions; and to discuss the principles of loan evaluation of banks for the urban renewal construction financing. The construction industry center of commercial bank A, which handles the urban renewal construction financing, is selected for a case study. In this study, literatures related to the construction financing and loan evaluation of banks are integrated, and in-depth interviews are made, to achieve the purposes of this study. The conclusions of this study are as follows. First, the feasibility of urban renewal plan is ensured through the review mechanism and monitoring by the government. Second, the laws and regulations are continuously amended to solve the difficulties during implementation of urban renewal and to accelerate the urban renewal. Third, banks use trust mechanisms and arrange credit conditions, with the assistance of the government authority, to reduce the risks of urban renewal construction financing. Finally, in the urban renewal construction financing, banks evaluate the credit risks in accordance with the principles of credit 5P (People, Purpose, Payment, Protection, and Perspective), wherein People and Payment are the most important principles, and collateral and construction cost are major factors in the amount of financing.
