摘要
近年來，國際碳交易市場快速發展，儼然已成為一個新興產業，稱為「碳金融」(carbon finance)，碳金融體系已受到全球的矚注目。由於碳額度(carbon allowance)已可成為實質金融商品，全球也為因應龐大碳交易需求，紛紛成立碳交易所，遍及全球四大洲。碳交易管理平台是整體碳交易制度的核心機制。由於台灣此刻正積極推動試範性碳交易制度，且交易管理平台設計的良窳，攸關碳交易市場的公平與效率。因此，本文希望藉助當前國際碳交易所的運行、管理經驗與做法，並参考我國現有金融交易制度、法規與國情，建置符和台灣國情特色的碳交易管理平台之交易規則。 本文將會：(1)蒐集全球最新碳交易市場狀況；(2)蒐集全球主要碳交易所之交易規則，分析其優缺點及特殊規定之處；(3)研擬出台灣溫室氣體減量額度平台之交易規則。 希望研擬出之交易規則，能有助於交易平台的有效運行，並為排放權交易制度提出具體建議。

In recent years, international carbon trading market is developed rapidly, and seems to become a new industry known as "carbon finance"; & “the vision of global financial system”. As we also know, the carbon credits (carbon allowance) will become a real financial products. Due to this huge demand of carbon trading, the carbon exchanges have been established across four continents time to time. Carbon trading management platform is the core mechanism of carbon trading system. Therefore, Taiwan government is devoted to promoting the normative carbon trading system trial. The fairness and efficiency of carbon trading market will highly depend on the virtue or vice of the transaction management platform designed. In this study, with the aid of the current international carbon exchange operation, management experience and practice, ; and refer to Taiwan existing financial transaction systems, regulations and conditions, national conditions and characteristics to build up the character and management of carbon trading platform trading rules. (1) To collect the latest global carbon trading market conditions; (2) To collect the world's major exchanges of carbon trading rules, and to analyze the advantages and disadvantages and special requirements (3) To develop a platform for Taiwan’s greenhouse gas reduction credits of trading rules. Finally, we would like to develop out of the trading rules which can help the effective functioning on this trading platform, and offer the specific recommendations for emissions trading system.
