尋找吧女:冷戰、美軍、性觀光的歷史初探

Chasing Bargirls: American Soldiers, Sex Tourism and the Cold War on Taiwan

二次大戰結束後,台灣開始出現美軍的身影,並隨著韓戰和越戰進一步擴大其活動範圍和人數。戰後美國在全球的軍事行動以及與各地人民的互動和衝突,在國際學界或本地大眾輿論、藝文作品中都頻繁出現,相形之下,深入台灣歷史的研究仍不多見。在少數觸及相關議題的研究,以及絕大多數的輿論和創作中,往往聚焦於越戰期間的美軍渡假計畫,並將此一計畫描述為中華民國黨國體制和冷戰下美國霸權的合謀。渡假美軍在各地的觀光活動,特別是與性/別議題攸關的性交易、混血兒問題,被視為在性產業被高度壓縮的歷史情勢中,聯手的兩造當權者共同劃設出性交易管制的例外或特區。 這篇論文從對「吧女」的關切出發,利用大量不同來源的檔案資料,嘗試尋找描述這段歷史最適切的方式。在這梳理過程中,發現過去常見的通俗討論方式,在現象的指認和推論時,往往溢出所掌握的證據。不論是美軍來台確切的開端、觀光和特種營業的政策制定,乃至酒吧業從業人員的生活處境,應被視為更多層次且複雜的歷史過程來考察,難以歸結於單一群體的決斷。本研究最終並未提供更正確和完整的敘事,而是以「吧女」作為索引,在探尋過程中凸顯這段歷史的層層疊影,以及各種史料和敘述自身的觀看位置。

American soldiers were sent to Taiwan right after the World War II. Their range of activity and number were soon expanded along with the Korean War and the Vietnam War. Issues like the global operations of US military, their interactions and conflicts with local people are frequently appeared in academic discussion around the world. Although local media and artists in Taiwan showed great interest in related topic, historical research on this topic of Taiwan is still rare. A few related studies, as well as most reports and creations, often focused on the Rest and Rehabilitation Program during the Vietnam War, and described the phenomena as the collusion of the Republic of China/KMT regime with U.S. global hegemony during the Cold War. In contract to the suppressing situation of most sex industry, recreational activities of American soldiers around Taiwan, especially those might bring out gender/sexuality concern, were considered exceptions or special zones under the two authorities’ permission. This research begins with concerns about "bar girls", using various archives and sources to find the most appropriate way to construct this history. In this process, I argue that the common identification and interpretation of the phenomena often overwhelm their insufficient evidence. Every historical statement, such as of the process of the U.S. military presence in Taiwan, the policy formation of sex tourism industry, and the living situation of bar employees, should be considered as a historical process complicated in multiple layers. Therefore, it is difficult to ascribe the process to a single determination. This research did not provide a comprehensive and accurate interpretation of the history. Instead, it explored the "bar girls" as an index to reveal the entangled layers of history, as well as the position of seeing of various archives and narrators themselves.
