我國自1993年開始,65歲以上之老年人口已占總比例之7%,正式成為高齡化之國家(Aging nation)。我國老化程度雖不及其他先進國家嚴重,但是人口老化速率卻較他國快速,再加上少子化的衝擊下,家庭之照顧功能有限,我國國人對於長期照顧之需求正日益增加,此乃政府不可忽視之處。 本研究之研究題目及對象為嘉義市機構喘息政策,機構喘息為長期照顧十年計劃十一項服務項目中的一項,其主要目的是輔助家庭中的辛苦的主要照顧者,讓其有機會可以休息,讓其身心靈獲得暫時性的休息。 本研究採用文獻分析法及深度訪談法,透過大量資料的蒐集以及與十五位受訪者進行將近一小時的深度訪談,從而得知嘉義市機構喘息服務之實際情況。接著利用Dunn(2012)的效率性、效能性、充分性、公正性、適當性、回應性這六項評估指標來對於機構喘息政策來進行回應性評估。 嘉義市機構喘息政策,經回應性評估後,得知其政策仍有需要改進之空間,相信透過本研究之建議,方能使政策更為周延。 關鍵詞:高齡化國家、長期照顧需求、長期照顧十年計劃、機構喘息、回應性評估
Our country become aging nation in 1993, the population proportion of 65 year-old accounted for seven. Taiwan’s aging degree is not serious like other developed countries, but our country’s aging speed is faster than that countries. In addition, the effect of the trend of fewer children, people’ need of long-term care becomes higher and higher. This phenomenon must be pay attention by our government. This study topic is Chiayi’s In-institution Respite Care. In-institution Respite Care is a part of the Ten Years Long-term Care Program. The propose of In-institution Respite provides the main caregiver of family for a chance to relax and makes their soul and body to rest temporarily. This study use Document Analysis and In-depth Interview Analysis. Use a lot of documents and respondents to conduct this study. I can understand the real implement situation of In-institution Respite Care. Also, I use Dunn’s assessment indicators there are effectiveness, efficiency, adequacy, equity, responsiveness and appropriateness to evaluate the Chiayi’s In-institution Respite Care Policy. In-institution Respite Care Policy in Chiayi be known has much space to be progress by responsiveness evaluation. Through this study’s suggestion, I believe this policy will be much better.
