應用品管七大手法於車輛型式安全認證之品質一致性審驗之符合性改善實務—以車輛燈具製造業為例

本研究將我國「車輛型式安全管理辦法」的「品質一致性審驗」中，與品質管理相關的法規要求條款作為探討條款，透過專家進行訪談尋找出專家對於各條款所重視的管理需求項目後，進行專家審查，並以專家審查意見進行修改及調整，再進一步將管理需求項目標準及合理化後，歸納出對應的管理需求項目。藉由問卷調查我國車輛燈具製造業，用以了解其對於各條款與本研究所提之管理需求項目的重視程度，在取得回饋資料後，藉由對應且合適的「品質七大手法」進行系統性的分析探討。研究成果取得政策、管理及人員等構面的「品質一致性審驗」管理需求項目、我國車燈產業對應「品質一致性審驗」時的重要問題條款、發生問題頻率與企業規模的關聯性，以及重要問題條款的改善對策，使企業縮短進行建置或改善管理活動的時間，並能在合理的成本下優化內部的管理活動以符合「品質一致性審驗」的要求，藉此提高企業在產品一致性管制及法規符合性的能力。

This study investigates Taiwan’s requirements of “Examination of Conformity of Production” (COP examination) within the “Vehicle Safety Type Approval Management Regulations”. Through consulting with experts to identify COP examination management required items, and then modify and adjust COP examination management required items according to expert’s opinions to establish the final COP examination management required items. This study uses questionnaires to survey Taiwanese manufactures of vehicle lighting products to solicit their opinion regarding the importance of COP examination management required items. Then, using the survey result and “Seven Basic Tools of Quality” to figure out the major issues, improvement measures are proposed. This may help to promote the capability of meeting the requirements of COP examination for the related manufacturers.
