有鑑於現今土地價格高漲,住宅區與商業地區的土地利用趨近飽 和,導致土地取得成本過高。更因應國民生活品質提升更加重視休 閒旅遊,使得旅遊休閒行業蓬勃發展。考量住宅與商業土地開發成 本過高投資風險變大,而旅遊休憩相關的土地開發與利用尚未飽 和,對投資者來說是一項風險低報酬高的投資項目,故以遊憩區土 地開發作為本研究主題。本研究旨在探討遊憩區土地開發的成功關 鍵因素,以提供相關從業人員決策時的參考。遊憩區其土地開發與 管理對於觀光發展及促進地方經濟發展、提高居民生活品質等具有 重要意義。 遊憩區土地開發的成功需積年累月的實務經驗才能夠掌握訣竅,也因此難以將成功經驗再製與傳承。故本研究探討遊憩區土地開發 成功關鍵因素的研究具有實務操作與傳承知識的意義。研究採用層 級分析法,並透過文獻回顧和專家決策,分析遊憩區土地開發成功 的相關影響因素、構面以及關鍵因素。研究對象為地政士和建設公 司負責人,以其專業知識和經驗為基礎,進行系統性的分析和排 序。研究結果顯示,場域條件、開發報酬、法規政令和人口結構是 影響遊憩區土地開發成功的重要構面,其中場域條件排名最高。進 一步分析顯示,交通運輸資源、區域特殊土地管理辦法、市場競爭 力和天然地理資源是影響遊憩區土地開發成功的重要因素,其中交 通運輸資源排名最高。另一方面,專業知識和經驗對於影響遊憩區 土地開發成功具有重要作用。因此,建議相關從業人員應提高自身 專業知識水平,透過多方面的瞭解和分析,制定有效的土地開發策 略。
Given the current surge in land prices and the near saturation of residential and commercial areas, the cost of land acquisition has become excessively high. Furthermore, with the increasing emphasis on improving the quality of life and leisure travel, the tourism and leisure industry has experienced vigorous growth. Considering the high development costs and increased investment risks associated with residential and commercial land, as well as the untapped potential in tourism and recreational land development, it represents a low-risk, high-return investment opportunity for investors. Therefore, the development of recreational areas will be the main focus of this study. Thus, this study aims to investigate the critical success factors for recreational land development, providing relevant practitioners with decision-making references. Recreational areas, as places for leisure and entertainment, play a crucial role in promoting local economic development and enhancing residents' quality of life. The successful development and management of recreational land require years of practical experience to master the key points, making it difficult to replicate and inherit successful experiences. Therefore, this study is of practical significance for operating and transmitting knowledge by exploring the critical success factors for recreational land development. The study employed the Analytic Hierarchy Process (AHP) and conducted a literature review and expert decision-making to analyze the relevant influencing factors, dimensions, and critical factors of successful land development in recreational area. The research subjects were land administration experts and real estate experts, who based on their professional knowledge and experience, conducted systematic analysis and ranking. The results showed that site conditions, development return on investment (ROI), regulations and policies, and population structure were important dimensions affecting the success of land development in recreational areas, with site conditions ranking the highest. Further analysis showed that transportation resources, regional special land management measures, market competitiveness, and natural geographic resources were important factors affecting the success of land development in recreational areas, with transportation resources ranking the highest. On the other hand, professional knowledge and experience played an important role in influencing the success of land development in recreational areas. Therefore, it is recommended that relevant practitioners should improve their professional knowledge and develop effective land development strategies through multi-faceted understanding and analysis.
