行政院向海致敬－海岸清潔維護計畫成效民眾滿意度調查探討
Public Satisfaction Survey on the Executive Yuan Tribute to the Sea Beach Cleanup Project
摘要
行政院環境保護署為了本島的海岸清潔，在109年提出「向海致敬－海岸清潔維護計畫」，規劃在109-112年期間分區分階段，以專案的形式，對本島所有的海岸進行淨灘計畫。本研究主要目的在了解民眾對此計畫執行至今的滿意度，根據期望確認模型(Expectation Confirmation Theory, ECT)以及相關文獻建立研究模型並提出研究假設，研究構面包含期望、感知績效、期望確認程度以及滿意度，其次，本研究透過收集相關文獻發展問卷，根據成熟的文獻題目適當修改，問卷內容也包含性別、年齡、教育程度與居住地區等樣本的人口統計變數。再者，本研究以紙本問卷的方式收集資料共發出420份問卷，回收之有效問卷為399份，針對大台北地區(瑞芳、基隆、金山、淡水、八里、林口)及桃園地區(蘆竹、大園、觀音、新屋)的海岸遊憩之當地民眾、釣客、潛水客以及自願性淨灘團體等參與人群，透過志願團體與計畫工作人員，在海灘地區以訪問的方式，協助民眾填寫問卷。在統計分析階段，本研究採用結構方程模式分析問卷資料，先以描述性統計對樣本以及問卷答題結果進行分析，再對問卷進行信效度檢驗，接著檢定模型適配度後，檢定研究直接效果與間接效果，最後以變異差異化分析對樣本分群檢定。本研究結果可做為行政院對本案「向海致敬－海岸清潔維護計畫」施政滿意之參考，在民眾滿意的部份則持續維持，反之在民眾不滿意部份做加強建議。

The Environmental Protection Administration of the Executive Yuan proposed the "Tribute to the Sea - Coastal Cleanup Maintenance Project" in 2020 to clean up the coast of Taiwan island., planning to carry out a beach cleanup project in the form of a project in phases between 2020 and 2023. The main purpose of this study is to understand the satisfaction level of the public with the implementation of the program so far. A research model has been developed with hypothesis based on the Expectation Confirmation Theory (ECT) and related literature. The research constructs include expectation, perceived performance, expectation confirmation, and satisfaction. Second, this study developed the questionnaire by collecting relevant literature and modifying it appropriately. In this study, 420 questionnaires were collected by paper-based questionnaire, and 399 valid questionnaires were returned. The questionnaire also includes demographic variables of the sample such as gender, age, education level, and area of residence. In addition, this study used a paper-based questionnaire to collect data from local residents, anglers, divers, and voluntary beach cleanup groups in the Greater Taipei area (Ruifang, Keelung, Jinshan, Danshui, Bari, and Linkou) and Taoyuan area (Lujhu, Dayuan, Guanyin, and Xinya). Through volunteer groups and program staff, interviews were conducted in the beach area to help people fill out the questionnaire. In the statistical analysis stage, this study used a structural equation model (SEM) to analyze the questionnaire data, starting with descriptive statistics to analyze the sample and the questionnaire results, followed by a reliability and validity check of the questionnaire, followed by a test of the model fit, a test of the direct and indirect effects, and finally a test of the sample subgroups with a variance analysis. The results of this study can be used as a reference for the Executive Yuan's satisfaction with the administration of the "Tribute to the Sea - Coastal Cleanup Maintenance Project". If the public is satisfied, the proposal will be maintained, and if the public is not satisfied, the proposal will be enhanced.
