國民小學午餐經營模式歷程分析─以新竹市東區某國小公辦民營模式為例

A Process Analysis of Business Model for National Primary School Lunch - A Case study of Hsinchu East Primary School for Public-Owned and Private-Run model

摘要


本研究旨在了解新竹市東區某國小之公辦民營之模式下的營養午餐經營歷程。因此利用訪談方式,以營養午餐供應學校營養師與供應業者以及團膳作業人員為訪談對象,希望彙整營養午餐政策下的營養午餐經營歷程、現況與所面臨的問題。本研究結果顯示: 一、國小公辦民營營養午餐經營模式成立的動機是基於社會變遷的需求,為因應多數學校受限於經費或設備以及人力不足之故。此一模式可讓專業工作團隊提供快速且具效益之服務,使午餐品質獲得提升,並讓教職人員專心致力於教學工作,使教育單位與午餐提供廠商經營者兩方面獲得雙贏局面。 二、國小公辦民營營養午餐經營模式執行係仰賴政府政策與學校規範,在經營方面不僅須顧及成本與品質,還要考量學童成長的營養需求。 三、個案國小公辦民營營養午餐經營模式之遭遇問題,包括:原物料成本上漲與人力成本增加,導致公辦民營午餐經營成本提高、消費者的食品安全衛生意識提升以及食材檢驗成本增加,導致有意願參與招標的供餐業者減少。 四、個案國小公辦民營營養午餐經營模式之優勢為:學校位置交通便利,具有良好廚房設施,且處於穩定供餐狀態,在成本考量與菜單設計係採用循環菜單,對於食材原物料的市場變化皆可提早進行因應與準備。劣勢方面,則有:廚房設備須有專人管理,修繕與維護可能導致成本增加,且計時人員流動率大,同時須隨時提供供餐滿意度調查以符合家長對供餐質量的期望等。 根據上述結果提出建議:午餐費訂價應兼顧成本與合理的利潤空間;業者應以提升對成本追蹤與控制的能力、加強績效管理為經營目標,同時也應加強發展核心技術為顧客提供優質與安心的供餐服務,才能擴大經營規模為永續發展經營奠基。

The purpose of this study is to understand the problem and status of business process with the school lunch operating model on the elementary school in the east Hsinchu. The results obtained by used interview method from nutritionist, the workers of the private lunch supplier and manager in the elementary school. Results of the study show: 1. The private lunch supplier is based on the school's needs, in response to the majority of schools are limited by funding or equipment and manpower deficiencies. It will allow professional work teams to provide quick and cost-effective services to enhance the quality of lunches and enable teachers and staff to concentrate on their work and achieve a win-win situation both in education and in the business of providing lunch. 2. The state-owned private run private nutrition lunch business model relies on government policies and school norms, in which in the business aspects not only have to take into account the cost and quality, but also consider the nutritional needs of school children grow. 3. The private lunch supplier has to follow the rules of the school and government, it not only to consider the cost, but also the nutrients of students in the elementary school. 4. The business model of the private lunch supplier has the strengths that is the location and convenient transportation, with good kitchen facilities, and in a stable state of supply, cost considerations and cycle menu, can be early response and preparation. On the weaknesses, kitchen equipment should be manned. Repairs and maintenance may increase costs and the turnover of timekeepers is high. At the same time, it is necessary to provide satisfaction surveys of meals to meet the expectations of parents. According to the results, the suggestions of the private lunch supplier is to enhance cost tracking and control, and to improve management of performance in order to achieve sustainable development of business objectives. At the same time, we should strengthen self-development core technologies to provide customers with quality and peace of mind services so as to provide customers with better products and services.
