員工是公司的命脈,在快速變化的社會下,為了跟上時代的潮流,維持組織的競爭力,「人才」的去留已是企業的一大課題,各行各業致力於利用各種吸引或留住的措施,舉凡增加員工福利、提高員工薪資、提供專業進修、規劃升遷管道機會等等,如何延續企業的命脈,優秀的人才是企業組織的重要的基礎,更是永續發展不可或缺的動力,打造黃金團隊、激發團隊向心力,留住人才是每一個企業所需學習及思考的課程。反觀目前國軍志願役軍士官兵留營意願低落,行政院海岸巡防署(以下簡稱海巡署)志願士兵寧賠錢也不繼續幹,辭職離營人數暴增(2017,聯合新聞網),無非對軍旅生涯期望有落差、環境適應不良、福利制度沒信心等等。儘管招募成效提升,國軍官士兵留營比例仍逐年下降,致使人才招募工作壓力也跟著提高。 本研究以海巡署東沙島志願役軍士官兵為其研究對象,並採用SPSS 20.0進行敘述性統計分析,及運用結構方程模式分析來檢證相關理論假設,預期得知工作壓力、薪資福利對離職傾向之影響關係。研究得知(一)海巡志願役軍士官兵之教育程度之不同對工作壓力有顯著之關係。(二)工作壓力、薪資福利及離職傾向三構面間存在著影響關係。 本研究未來建議:本研究係以海巡署東沙指揮部之志願役軍士官兵進行研究分析,當然在其他軍種或單位的不同下,是否存在著不同的表象,亦具有研究之意義,或未來亦能加入其他差異性分析,也能從中發現在海巡署其他單位工作環境的不同,是否會有差異存在?
