雙語政策對國軍英語成效之探討-以北部某國軍單位為例
A Study on the Effect of Bilingual Policy on the English of the National Army-Take A Military Unit in the North as An Example
摘要
我國政府為提升全國人民英語能力自民國107年起，頒布雙語國家政策發展規劃，國防部為遵行政院雙語政策指導，在107年11月1日頒布「國防部推動雙語國家實施計畫」供下屬單位遵循，為瞭解吾人任職的軍事單位之「雙語政策」對單位內軍、士官軍職人員英文的影響與成效，將透過文獻回顧法及深度訪談法等兩個階段，專訪研究者服務之軍事單位內負責雙語政策制定與督考人員，透過該業管人員長期投入政策計畫與執行成效管考等業務經驗，探討目前軍事單位在雙語政策上的實際作為及其成效，並針對研究成果提出看法與建議。研究結果概述如下： 壹、雙語政策在任職單位已有多元相關具體作法。 貳、其政策在任職單位推行3年後，已有顯著成效。 參、推行政策中的各項窒礙已逐漸收斂。 肆、建議吾人服務之單位可透過增加學習誘因、避免勞逸不均、編列相關預算、增加軍用英語學習內容及舉辦英語各類競賽等作法，提高政策施行成效。

The government has promulgated a bilingual policy to improve the English proficiency of the people across the country since 2019. In order to comply with the bilingual policy guidance of the Executive Yuan, the Ministry of National Defense issued the "Ministry of National Defense Promoting Bilingual Implementation Plan" on November 1, 2019. To let the subordinate units follow. In order to understand the impact and effectiveness of the "bilingual policy" of the military unit in which we serve on. Through the two methods of literature review and in-depth interviews, I interviewed people who were responsible for bilingual policy formulation and examination in the military unit, and explored through their business experience. Find the actual actions and effects of the bilingual policy of the military units, and give opinions and suggestions based on the research results. The research results are summarized as follows: 1.The bilingual policy has multiple related specific practices 2.The bilingual policy has been implemented for 3 years and has achieved remarkable results. 3.Various problems in the implementation of policies have gradually diminished. 4.It is recommended to increase learning rewards, avoid unfair tasks, increase budgets, increase military English content, and organize various competitions.
