國軍開放智慧型手機對招募及留營影響之研究

摘要


現今社會使用網路與社群平臺的普及化,生活上無論舉凡買票、購物、訂位、付款等行為都能利用智慧型手機一指搞定,幾乎已到了無時無刻都須依賴手機的存在,智慧型手機在我們生活中的重要性可見一般。而現今國軍官兵主力皆為青壯年為主,智慧型手機的使用政策固然是成為年輕朋友考量是否願意加入國軍的重要因素。 本論文研究旨在探究國軍開放智慧型手機對招募及留營影響,採用質性化以半結構的深度訪談方式進行實際訪談,主要以9名現役志願役官兵,此研究以國軍民用型通信器材相關規定法規及文獻探討為條件,是否開放智慧型手機在營區使用與影響後續招募及留職考量之關聯性、探討國軍開放智慧型手機管制政策與官兵之影響及分析國軍官兵留營與否之主要原因。經由此次深度訪談及結果分析後顯示: 一、國軍放官兵於營內有限度的使用智慧型手機確實會影響官兵考量留營或退伍意願,但並非首要考量之絕對因素。 二、國軍首要任務為鞏固國防安全之重要性,所以各級官兵均能理解並同意國防部在基於資安保密規定,以智慧型手機自動化管理系統(MDM)有限度管制官兵智慧型手機於營內不得開啟使用相關機敏功能,來防杜洩違密事件肇生,並滿足官兵營內休閒娛樂需求。 三、開放智慧型手機固然是良善福利政策,也是國防部提升招募留營的誘因之一,但國軍長年來最為人詬病的就是封閉式管理,建議可善加利用智慧型手機的便利性,教育官兵資安自律重要性,鼓勵官兵進修培訓,強化正確領導統御觀念等措施才是國軍官兵留營與否之主要原因。

Nowadays, because of the popularity of internet and social media, we could just use our smartphones by finger clicks to help us accomplishing many things in daily life, like booking tickets, shopping, making reservations or even paying bills; thus, smartphones played an important role more than ever that made us dependent on it. Therefore, the policy of using smartphones became the main consideration of young populations to join the army since military personnel were formed of young adults.   This research consulted related laws, regulations, literature reviews and used semi-structured interview to inquire 9 military volunteers as subjects to inspect the connection and influence between the in-camp smartphone usage and recruitment and reenlistment at first, then to discuss the willingness of reenlistment affected by the supervision policy of smartphone.   After interviewing and analyzing, results were as stated below. Firstly, the limit usage of smartphones could affect the recruitment and reenlistment of military volunteers but was not the main cause. Secondly, as the primary mission of military was defending country, military volunteers were all agreed with the information security regulations and the MDM (Mobile Device Management) application to shut off alert functions to prevent leaking but also take leisure and entertainment needs into account. Thirdly, due to the enclosed management of military had been criticized for a long time; hence, the suggestion of implementing the in-camp smartphone opening policy and using smartphone’s convenient features could help to educate military personnel get to know the significance of self-discipline in information security. In conclusion, the principal cause influenced military personnel’s willingness of reenlistment were measures as follows: encouraging them to receive further training or study, then enhancing the correct and appropriate leadership.
