軍訓教官退出校園對國軍招募資訊傳遞影響之研究-以花東地區為例

Study on the Impact of Military Training Instructors Leaving Campus on the Dissemination of Military Recruitment Information – A Case Study of the Hualien and Taitung Regions

摘要


軍訓教官乃指普設於我國各高級中等學校或大專院校之現役軍官,其職掌包含推動全民國防教育軍事訓練、辦理學生校內外輔導相關工作及校園安全維護等。自民國110年6月起,由教育部主導之軍訓教官退出校園政策已逐步啟動,原軍訓輔導課程改由各學校教師授課,此舉將造成國軍招募員較難協調入班宣導志願役招募事宜,且校園內亦缺乏專門之資訊管道。因此,瞭解軍訓教官退出校園後,是否對國軍招募資訊傳遞造成影響,將可成為未來國軍設計招募計畫時之重要參考依據。本研究利用訪談方式,針對花蓮縣內之(i)花蓮高農學校、(ii) 花蓮高工學校、(iii) 花蓮高商學校及(iv) 四維高中學校、共收集15位軍訓教官之深度訪談資料為樣本,樣本篩選、排除條件包:含是否為在職教官、退出校園之原因,透過數據分析統計方法分析校園內有無教官與招募成效之關聯性。統計結果為隊招募有實質的影響。經本研究證明,在軍訓教官退出校園後,對於國軍招募資訊傳遞之廣度將有明顯下降之趨勢、不良之影響。本研究之結果可提供國防部,做為未來制定或設計志願役士官兵招募計畫時,一有力之佐證資訊、參考方針,並藉此改善、提升國軍招募資訊傳遞之績效、不足之處。

The military training instructors are active-duty military officers stationed at various senior high schools or colleges in our country. Their responsibilities include promoting national defense education and military training, conducting counseling for students both on and off-campus, and maintaining campus security. Since June 2021, the Ministry of Education has gradually initiated a policy for the withdrawal of military training instructors from campuses. The original military training and counseling courses are now taught by school teachers, which may lead to difficulties in coordinating recruitment efforts and lack of specialized information channels on campuses. Therefore, understanding the impact of the withdrawal of military training instructors on the dissemination of recruitment information to the military could be an important reference for future recruitment planning. This study conducted in-depth interviews with 15 military training instructors from four schools in Hualien County: (i) Hualien Agricultural High School, (ii) Hualien Industrial High School, (iii) Hualien Commercial High School, and (iv) Siwei High School. Sample selection and exclusion criteria included current employment status and reasons for leaving the campus. Statistical analysis was conducted to examine the relationship between the presence of instructors on campus and recruitment effectiveness. The statistical results indicate a substantial impact on recruitment. This study demonstrates that after the withdrawal of military training instructors, there is a noticeable decrease in the breadth and quality of dissemination of recruitment information to the military. The findings of this study can provide the Ministry of National Defense with strong evidence and reference guidelines for future development or design of recruitment plans for voluntary enlisted soldiers and officers, thereby improving and enhancing the effectiveness of recruitment information dissemination by the military.
