教師對補救教學實施方案之態度認知與改善策略-以高雄市岡山區國中為例

摘要


教育部於102年度發布《國民小學及國民中學補救教學實施方案》,是自85年的教育優先區計畫以來,經由對補救教學相關政策實施的經驗與檢核,不斷調整修正內容做法,整合提出做為補救教學的單一計畫,期望能帶好每一位學生,確保教育品質。 本研究應用PZB理論,以高雄市岡山區國民中學教師為研究對象,透過問卷分析,針對補救教學實施方案,瞭解教師對政策期望與實際感受的認知差距(重要性與滿意度之差異性),並利用績效評估矩陣(Performance Evaluation Matrix,簡稱PEM)分析結果,進而提出改善補救教學品質的策略。研究結果得知,需要改善的項目有14個,但在資源有限的考量下,針對近期較迫切的項目,歸納結論並提供策略建議。研究發現如下: 1.對於參與補救教學之學生能提升學習成效表現,以達成縮短學習落差的政策目標,教師是缺乏信心的。 2.對於教育部建置的補救教學資源平台,獲得教材資源並追蹤評量與診斷的結果,多數教師的資訊與利用是明顯不足的。 3.參與補救教學課程時,教師需要改變既定的模式,因此對於補救教學的教學策略、活動設計的認知觀念還需要釐清。 4.對於學校規劃開班、政策和課程實施的相關宣導,學校和教師在認知和溝通上有落差。 最後,提出具體建議如下:除了要讓學校能簡化行政程序以增加執行效能,還要對教師宣導補救教學政策的相關規定與趨勢變革,協助鼓勵教師專業增能;另外,建議教師重視並強化三層級學習支援系統的初級補救教學,而參與補救教學時,要善用相關的資源平臺,增強執行第二級補救之專業知能。

This study investigates the discrepancy between the expectation and the fulfillment of the Elementary/Junior High School Remedial Education Implementation Project for the educational staff, especially the teachers, of the junior high schools in Kang-Shan District, Kaohsiung. The researcher applied a questionnaire based on PZB Model as the instrument to achieve the purpose of the study. Performance Evaluation Matrix (PEM) is used to analyzed the results, according to which the researcher offers some suggestions how to improve the effectiveness of the project as the educational staff at the schools are concerned. Research findings are as follows: 1.The teachers lack confidence in the goals of the project to help low-achieving students learn better and narrow the learning divide. 2. Most of the teachers have insufficient information and rarely utilize the Project for the Implementation Of Remedial Institution (PRIORI) which is set up by MOE to provide the teachers with resources of teaching materials and to follow the results of assessments of the students. 3. To achieve the goals of the project, the teachers need to make some difference from their old ways in teaching. They need to have a certain perception of teaching strategies and activities in terms of the project. 4. There is a gap between the teachers and the administrative staff of the schools about the class arrangements and about the communication for the policies and programs. According to the research findings, some suggestions are provided as follows to educational administrators and researchers for reference. The administrative workload for schools needs to be decreased so that the schools don't spend much time dealing with paper work. In addition, the governments and schools should help the teachers know about the policy and the project better and provide assistance to the teachers to improve their expertise. Concerning the teachers, they should put more emphasis on the primary tier of the 3-tier intervention. When they participate in the remedial education project, they should reinforce their expertise for the secondary tier and utilize the internet resources provided more often.
