臺灣遠洋捕魚產業永續經營策略之研究-以秋刀魚產業為例

摘要


秋刀魚,作為一種重要的漁業資源,其獨特的生物特性和商業價值引發了對其永續管理和利用的關注。本研究聚焦於台灣區遠洋兼棒受秋刀魚產業,以探討其發展現況、面臨的挑戰以及未來發展的方向。 本研究發現,秋刀魚生活史短促,對環境敏感,其生存受到天敵、氣候變化等多方面因素的影響。在捕撈方面,傳統的漁撈方式已漸漸無法滿足現代漁業的需求,而對於可持續性的追求成為產業發展的必然趨勢。 同時在外交層面,台灣的遠洋漁業一直在國際上發揮著積極作用,維護著本地漁業的權益和地位。然而,隨著國際環境和資源管理的變化,產業面臨著新的挑戰和限制。 另外在內部競爭和環境保護也成為產業發展的重要考量。惡性競爭和能源消耗增加導致捕撈效率下降和生態環境受損。因此,如何改善捕撈技術、節能減排以及提升產業合作成為了重要課題。 為實現秋刀魚產業的永續發展,本研究提出了一系列建議:包括加強對漁業從業者的教育培訓、推動綠色技術應用、加強產官學合作、提升環境保護意識等。這些措施將有助於提升秋刀魚產業的競爭力和可持續性,實現生態、經濟和社會效益的均衡發展。

As an important fishery resource, the unique biological characteristics and commercial value of saury have attracted attention to its sustainable management and utilization. This study focuses on the ocean-going saury industry in Taiwan to explore its current status, challenges, and future development directions. This study found that saury has a short life history and is sensitive to the environment, and its survival is affected by many factors such as natural enemies and climate change. In terms of fishing, traditional fishing methods have gradually been unable to meet the needs of modern fisheries, and the pursuit of sustainability has become an inevitable trend in the development of the industry. At the same time, at the diplomatic level, Taiwan's distant-water fishing industry has always played an active role in the international community, safeguarding the rights and interests and status of local fisheries. However, with the changes in the international environment and resource management, the industry is facing new challenges and constraints. In addition, internal competition and environmental protection have also become important considerations for industrial development. Vicious competition and increased energy consumption have led to a decline in fishing efficiency and damage to the ecological environment. Therefore, how to improve fishing technology, save energy and reduce emissions, and enhance industrial cooperation have become important issues. In order to achieve the sustainable development of the saury industry, this study puts forward a series of suggestions, including strengthening the education and training of fishery practitioners, promoting the application of green technology, strengthening the cooperation between industry, government and academia, and raising the awareness of environmental protection. These measures will help to enhance the competitiveness and sustainability of the saury industry and achieve a balanced development of ecological, economic and social benefits.
