摘要

在「保護智財」 的大旗之下，當網路業者偏離了服務供應商的角色，開始過濾封包、破壞網路中立的時候，終端消費者應如何自保?捍衛上網權的第一件事，就是偵測自身網路連線是否遭到過濾管制。開放源始碼專案OONI (Open Observatory of Network Interference)以及柏克萊大學的 ICSI Netalyzr 可以協助終端使用者測試網路中立。本文以分析案例的方式，來導讀解釋 ICSI Netalyzr 與OONI (Open Observatory of Network Interference)的測試報告。

The overemphasis of the protection of intellectual property has caused Internet service providers to filter packets and violate network neutrality.To protect their own rights of Internet surfing, consumers need to learn to detect whether their Internet connections are filtered.The Open Observatory of Network Interference (OONI) and ICSI Netalyzr of the University of Berkeley can help end users test network neutrality. This thesis uses sample cases to illustrate how to read the reports generated by OONI and ICSI Netalyzr.
