摘 要 工作職掌(工作說明書)是一切人力資源管理最基本的要件,主要透過工作分析之方法,藉由蒐集、分析、整合工作的相關資訊,提供客觀、科學、正確的信息,以供組織規劃與設計人力資源管理及其它管理機能,故工作說明書是人力資源管理功能發揮功效之基礎。本研究在進行工作分析的方法上是採用觀察法、工作日誌法、問卷法及面談法合併使用。應用其所得到的結果做成「工作說明書」,並探討個案公司所面臨之問題及落實執行「工作說明書」(工作職掌)之員工看法: 一、建立工作職掌制度,對每一職務之工作內容清楚描述,需要何種人才有了明確條件標準,故能為事擇人、任人為賢、事得其人、事半功倍。此外,建立工作職掌制度也可提供個案公司人力資源供給的預測,能明確清楚知道工作內容與所需之人才資格要求,可事先做內部人員訓練以補人力供給之不足。 二、對落實工作職掌制度,員工皆抱持支持觀點,也接受將工作職掌用以發展績效考核制度,因此個案公司應該立即實施該項人力資源管理制度。 關鍵字:工作分析、工作說明書、工作職掌、人力資源管理、中小企業
Abstract The job description is the most basic element of all human resources management. It mainly provides information based on job analysis, collecting, analyzing and integrating relevant information to provide objective, scientific and correct information for organizational planning and design. Therefore, the job description is the basis for the function of human resource management. In this study, the method of work analysis is combined with observation, work log, questionnaire and interview method. Finally, the results obtained to the "job Posiiton" and discuss the problems faced by the case companies and the views of the staff who implement the "job instructions”: 1. establish a job system, clearly describe the work content of each position, and what kind of talents need to have clear conditions and standards, so they can choose people, appoint people, get things, and get twice the result with half the effort. In addition, the establishment of a job title system can also provide a forecast of the human resources supply of the case company, and can clearly and clearly know the work content and the required qualification requirements for talents, and can do internal staff training in advance to supplement the shortage of labor supply. 2. for the implementation of the job system, employees have a supportive view, but also accept the job of the job to develop performance appraisal system, so the case company should immediately implement the human resources management system.
