A Study on Electric Power Management and Bills Paying System as a Cloud Service for Rental Houses

摘要

現行租屋市場大部份由房客自行支付電費。常見的宿舍用電管理方式是在每間房間安裝獨立電表，房東月底抄表並向房客收電費。另一個常見管理方式是使用扣款機系統，依用電量或者使用時間進行電費扣款。然而，現行管理方式有數個不方便之處。首先，人工抄表計費耗費人工。第二，使用扣款機計費以時計價對房客而言有失公允，且房客儲值不便。最後，房東無法即時掌握各租戶的用電情況及歷史用電情況，對租戶用電行為做進一步的管控。

本論提出一個用宿舍用電管理、計價及付費的模式及應用系統以解決上述租屋環境中的問題。此用電管理系統結合硬體可以記錄用電度數與用電狀況，並透過系統自動進行電費扣款動作。房東不需要人工手動計算、收取電費。電費採用儲值機制，房客可以透過第三方線上付款機制線上進行儲值。系統將雲端化成為軟體服務，以月租的方式提供給屋主使用，屋主將不需要再額外付出硬體維護費用，提供屋主一個有效管理宿舍用電、計價及收費的管理平台。

Tenants pay their electricity bill in houses leasing. Landlords usually set up an electricity meter for each leasing unit. For each month, the landlords need to collect the payments from the tenants according to their electricity meters. Another common way for the landlords is to use prepaid electricity card system to manage the charges on electricity consumptions. However, there are some rooms to improve. Firstly, collecting payments from the tenants each month is a burden for the landlords. Secondly, it is not fair to the tenants as the landlords billing the electricity consumption with a fixed rate or billing with usage times. It is also not convenient for the tenants to go to landlords or vendors to deposit their prepaid cards. Lastly, the landlord cannot learn the current status and historical records of the electricity consumptions for each rental units so that they can take further actions when necessary.

The thesis proposed a model of electricity management, billing, and on-line payment to facilitate landlords managing their leased units. The system, which implements according to the proposed model, can record detail electricity consumptions in leased houses. The landlords will be able to monitor and control the electricity usages in each leased house or room. In addition, the tenants can recharge their electricity credits or pay electricity bills anytime and anywhere through the Third-Party Payment. The system will operate as a cloud service and charge monthly fees to landlords. The landlords and tenants will both be benefited by using the system with the functions of electricity management, billing, and on-line payment.
