本研究為分析並發掘如何應用我國公務人力資料庫內涵、強化人力資源管理之運用、運用資料庫內容作為數據呈現之用途,以我國人事行政處所提供「全國公務人力資料庫」作為分析之依據。運用公務人力資料庫解析公務人員基本資料,並探測資料之準確性,再針對所蒐集到資料庫中的各個資料欄位,擷取出有利於本研究所需的相關資料。本研究預期達到下列目標:(1) 研析公務人力資料庫中,不同機關屬性對不同職等之分佈情形,(2) 研析公務人力資料庫中,不同職系對不同職等之分佈情形,(3) 研析公務人力資料庫中,不同部會對不同職系之分佈情形,(4) 探討公務人員的學歷與陞遷速度之影響,(5) 探討公務人員的學歷與陞遷速度之趨勢。 藉由本研究之研析可以發現:(1) 不同機關屬性對不同職等之分析:在不同機關屬性之分佈,暫居前五名的機關屬性為:一般行政、司法行政、經建行政、財稅行政與衛生行政。(2) 不同職系對不同職等之資料分析:行政類對比技術類之任用人員,各職等之佔比總人數並無顯著的差異;不過,各職系之間的職等分佈存在明顯差異。(3) 不同職系對不同部會之資料分析:在一般行政職系中,除國防部以外,所有部會的委任加上薦任之人數佔比都超過90%以上;在人事行政職系中,內政部薦任職等人數佔比高達90.3%;國防部的簡任職等人數佔比偏高;外交部的委任職等人數佔比偏高;內政部、財政部、法務部的簡任級人數佔比偏低;在會計職系中,經濟部的會計人員在薦任職等裡所佔的比例最高,同時其委任職等人數佔比也最高,而簡任職等的人數則以內政部及法務部的人數佔比偏低;在資訊處理職系中,外交部與教育部均無簡任職等人員,而內政部之人數佔比偏低。(4) 公務人員的學歷與陞遷速度之影響:本研究探究最高教育程度與平均陞遷的時間經分析後屬於負相關,即當最高教育程度增加時,陞遷的平均時間較短,因此當教育程度越高時,陞遷速度相較於教育程度不高者陞遷較快。(5) 公務人員的學歷與陞遷速度之趨勢:本研究分析最高教育程度與平均陞遷一個職等所需年資之趨勢,經本研究分析陞遷人數排名前三名為高中(職)、大學及二技。
This research was to analysis and to excavate how to apply the Government Personnel Database to strengthen the use of human resources management. The contents of the database could be the base for analyzing the HRM condition of Taiwan government. This research employes the Government Personnel Database where data fields were analyzed first and, then, data were extracted for this research. The goals of this research were: (1) to analysis the distribution of various government organization vs. various job level, (2) to analysis the distribution of various job category vs. various job level, (3) to analysis the distribution of various department vs. various job category, (4) to find out if the degree of education can be the effect of promotion speed, (5) to find out if there would any relation between the degree of education and the average promotion speed. It was found in this research that (1) for the various government organization vs. various job level: the major popularity of top five attributes were as follows: General Administration, Judicial Administration, Economic Planning Administration, Fiscal and Tax Administration, and Health Administration. (2) for the various job categories vs. various job levels: there were no significant difference between administrative category and technological category in terms of popularity of job level. However, there were significant difference among job level within each job category. (3) for the various department vs. various job category: For the general administrative category: Except the Ministry of National Defense, the proportion of the total number of junior(委任) officer plus associative(薦任) officer is more than 90%. For personnel administration category: The proportion of the number of associative officer is near 90.3% under Ministry of the Interior. The proportion of the number of senior(簡任) officer was higher than other departments under Ministry of National Defense. The proportion of number of junior officer is higher than other departments under Ministry of Foreign Affairs. The proportion of number of senior officer was lower than other departments under Ministry of the Interior, Ministry of Finance, and Ministry of Justice. For accountant category: The proportion of number of associate officer and junior officer was higher than other departments under Ministry of Economic Affairs. The proportion of number of senior officer is lower than other departments under Ministry of the Interior and Ministry of Justice. For information processing category: There was no senior officer under Ministry of Foreign Affairs and Ministry of Education. The proportion of number of senior officer is lower under Ministry of the Interior. (4) For the degree of education could be the factor of promotion speed: this researched finds that there exist negative relationship between education and the average promotion time. That was the average promotion time is shorter for higher level of education. (5) For the degree of education and the average promotion speed: this research found that the average promotion time of higher education may not have better chance for quick promotion. The top three degree of education for fast promotion (within one year) were: high school, degree, college degree, and 2-year college degree.
