摘要


RFID(Radio Frequency Identification)無線射頻辨識是一種以無線電波進行非接觸性的自動辨識技術,其應用相當廣泛,已被認定為21世紀10大重要技術之一。政府機關為有效處理瞬息萬變的事務自1996年啟動e化治理,惟因文件特性仍有以紙本型態結案歸檔,且公文檔案是政府機關行政所為文書處理終結的各項紀錄資料,其代表時代重要的歷史印記,更是施政過程及日後歷史佐證的參考引據,因此,檔案管理除了如物流業的倉儲,要讓檔案都能放在指定的正確位置外,安全管理更是重要。然而,有關RFID技術應用在檔案管理方面卻不多見。因此,本研究主要是建構一個結合RFID技術的檔案管理系統,即利用RFID非接觸式、快速辨識讀取特性,透過系統程式的開發與Microsoft SQL資料庫的連結,建構具人員權限管控、門禁管制及查詢等功能的高效能檔案管理系統,以改善傳統人工管理無法掌控的缺點,並達到機密性、安全性及可用性的整體資訊安全需求,提供檔案管理應用上的參考。

RFID (Radio Frequency Identification) is a kind of radio waves, non-contact automatic identification technology, which has widespread applications in the 21st century, and has been identified as one of 10 key technologies. In order to deal effectively with the ever-changing affairs, government agencies have started e-governance since 1996, However paper is still used for closed archives; and at the end of the document processing, the file document is used for the final record by the government administration to represent important historical time marks, policy process and the reference cited in the future. Therefore, in addition to putting files in the appointed storage location, compared with the warehouse management of logistics, more importantly, file management has to consider the security. However, it is not popular for RFID technology to be applied in file management. Therefore, this study is mainly to implement a file document management system integrated with RFID technology by using its contactless and rapid identification features. The system is also linked with Microsoft SQL database through system programming to have high efficient management such as staff security control, access control, and query function to improve the traditional shortcomings of human management so to achieve confidentiality, security and availability of the overall information, and provide a reference for file document management application.
