高速公路對永續城鄉發展的微觀分析:「國道六號」治理策略對相鄰地區影響

Micro-analysis of Highways on Sustainable Urban and Rural Development: Impacts of the "National Highway 6" Governance Strategy on Neighboring Areas

摘要


本文從SDGs11:永續城鄉發展的觀點,透過次級資料分析、深度訪談以及田野觀察分析,檢視高速公路發展政策對地方發展的影響。具體的研究問題是透過考察與分析比較台中都會圈的外圍區域,即「國道六號」新建完成後,對舊有公路交通網絡節點地區地方的空間發展影響。本文的觀點認為,高速公路的興建目的是為因應整體區域治理的考量,策略本身也因應了區域性的永續城鄉發展需求,但是政策實踐的結果卻未必帶給地方空間正向的發展。結論認為,永續城鄉發展帶來交通的快速便捷,同時改變了在地鑲嵌型態的產業並催化了產業的再結構現象。雖然對部分地區產生正向的永續城鄉發展結果,但是部分地區也因快速便捷的交通導致地方人口外移,形成地方空間衰退的現象。

This paper examines the impacts of highway development policies on local development from the perspective of SDGs11: Sustainable Urban-Rural Development through secondary data analysis, in-depth interviews, and field observations. The specific research question is to examine and analyze the spatial development impacts of the new National Highway 6 (NH6) in the peripheral area of the Taichung metropolitan area on the local development of the nodes of the old highway transport network. This paper argues that the purpose of highway construction is to respond to the overall consideration of regional governance, and the strategy itself also responds to the regional demand for sustainable urban-rural development. However, the result of policy implementation may not bring positive spatial development to the local area. The conclusion is that sustainable urban-rural development has brought about rapid and convenient transport, simultaneously changing the local embedded industries and catalyzing the phenomenon of industrial restructuring. Although sustainable urban-rural development has produced positive results in some areas, the rapid and convenient transport has also led to the outward migration of the local population and spatial decline in some areas.
