The present paper defines ”spatiality of neighboring” as ”space unit A must contact with P number of space unit B(subscript p)”. The definition of ”spatiality of neighboring” can explain why the method of cluster analysis can not deal with the problem of spatial unit re-organization. We propose a way of incorporating spatial proximity into cluster analysis, which does not deal with spatial proximity problem. In addition, a spatial proximity-accounted cluster method is outlined to deal with the problem of spatial unit re-organization.
