The main purpose of this study is to explore the developmental model of the mathematics problem-solving instrument which hides behind the primary mathematics curriculum of 1993’s version by National Institute for Compilatino and Translation. The research method of Ricoeur’s text hermeneutics is used in this research. The subject of research is this afford-mentioned curriculum. I hope this would help the design of the primary mathematics material in the future. The procedure of the developmental model of themathematics problem-solving instrument as following: (1)The primary school students personally participate in the appropriate hands-on activities which include teacher posing problem and student solving the problem. (2)After teachers observe that the majority students form the problem-solving activities type, they recommend the equation be used to summarize the afford-mentioned activities. (3)Students using this equation to recording their own problem-solving process is required. (4)After frequent uses of the equations, they will automatically become the mathematics problem-solving instrument.
