台灣自70年代開始,因鑑於國內幫派組織日漸猖獗,有關當局為嚇阻流氓、黑幫橫行,曾多次以一清、二清、迅雷、治平等專案,大舉將全國各主要幫派大哥、角頭追緝到案,並分別遣送綠島、各感訓隊羈押或強迫勞動。雖然政府大動作的掃黑行動暫時舒緩民眾對黑道的恐慌,但此舉也造就了台灣黑幫勢力重新整合的契機;如「天道盟」、「聯正會」就在獄中催生。本研主要以質性訪談的方式(幫派成員、資深管理教化人員、典獄長),針對台灣某一監所,就現今監獄幫派活動情形,做一初探性研究。再者,本研究也以法務部獄政統計二次分析結果發現,幫派成員大多因「煙毒」或其他各類型的暴力案件而入獄服刑。其中又以「天道盟」與「竹聯幫」所佔的人數最多,勢力也最龐大。本研究之開展,將有助於描繪台灣監獄的原形,彌補本土實證研究空白之缺憾,並進一步提供獄政單位防治監獄幫派發展之相關建議與作為,以避免監獄再度淪為台灣黑道兄弟的「在職訓練中心」或「幫派大哥養成班」。
In the 70's, the government executed several programs to resist the growth of gangs in Taiwan, such as ”First sweep”,” Second sweep ”,”Thunder” and ”Chi-ping”. Many gangs' leaders were arrested during these programs. They were sent to the Green Island prison or training center. Though government's actions reduced the public's fear of gang, the new gangs birthed in the prison such as ”Ten-dow Gang” and ''lan-zeng Gang”In this study researcher interviews with gang members, senior prisoner teachers & chief of prison of a prison in Taiwan. According to re-analysis of the statistical data of prison affair from the Ministry of Justice, the Ten-dow Gang and Bamboo gang own most power and gang members in prisons.This research begins with describing the gangs in prisons in Taiwan and provides suggestions to Department of Corrections affair to resist prison becoming the ”On job training center” or ”Camps of gang leaders ”.
