摘要

由於機動車輛的噪音對生活環境影響甚鉅，世界各國對於新車生產、銷售之前都訂有明確的管制標準，然而車輛賣出後可能因車齡老化、改裝或其他因素使噪音變大，需將管制層面延伸到實際在道路上行駛的車輛，方能確保使用中的車輛不會產生噪音而危害環境安寧。本文針對我國使用中機動車輛噪音管制制度的發展歷程以及目前管制現況進行分析，並以執行檢測之環境、檢測模式的問題點等方向，探討管制執行過程應注意的重點以及未來可改善方向，並參考其他國家管制作法，期能有助於此制度更加落實與效益提升。

Since vehicle noise can affect our environmentseriously, many countries legislate approval regulations fornew vehicles before sale. However, in-use vehicle noisemay increase due to aged, re-equipping or other factor.Noise regulations should extend to all vehicles driving onroads, so that to assure the in-use vehicle noise won’t harmour environment.This paper reviews the development and present state ofdomestic vehicle noise control regulations. We’ll payattention to some issues like roadside inspection location,lid modes, and try to find the key point as well as thefuture improvement direction.
