Taiwan's police organization has long experienced uneven distribution of police resources, related to historical background and gender differences. This study investigates the perennial issue of uneven police force resource distribution within Taiwanese police organizations, highlighting the role of gender equality in human resource strategies and productivity enhancement. It was discovered that from 2007 to 2023, there was a significant increase in the proportion of female police officers, bringing new challenges and opportunities. Gender diversity promotes innovation and strengthens teamwork and problem-solving skills. The study underscores the importance of gender equality in job assignment, promotion opportunities, and working conditions, proposing several strategies including the implementation of gender sensitivity training, the incorporation of gender equality goals into human resource management policies, and the establishment of an inclusive labor-management communication platform. Further research is needed on the impact of organizational culture and institutional factors on the distribution of workloads, innovative management methods for technological integration, and the establishment of fair and transparent labor-management communication mechanisms. In summary, this study calls for comprehensive reform on gender inequality issues to enhance police work efficiency and equitable distribution of human resources.
台灣警察組織中長期存在警力資源分配不均的現象,這與歷史背景和性別差異有關。本研究探討台灣警察組織中長期存在的警力資源分配不均問題,並強調了性別平等在人力資源策略及工作效率提升中的角色。研究發現,從2007年到2023年,女性警察比例大幅增加,帶來了新的挑戰和機遇。性別多樣性促進了創新,增強了團隊合作及解決問題的能力。研究強調性別平等在職務分配、晉升機會和工作條件中的重要性,並提出包括實施性別敏感度訓練、將性別平等目標納入人力資源管理政策及建立包容性勞資溝通平台等多項策略。未來需進一步研究組織文化和機構因素對工作負擔分配的影響、技術整合的創新管理方法及建立公平透明的勞資溝通機制。總結來說,本研究呼籲對性別不平等問題進行全面改革,以提高警察工作的效率和合理分配人力資源。
