白河在1980年代後,因應政府發展精緻農業的政策,開始轉作具經濟價值的蓮花,大片的蓮田開啟觀光的契機。透過地方節慶活動-白河蓮花節的舉辦,吸引可觀遊客造訪,盛極一時。近年來,蓮田種植面積逐年遞減,造訪的遊客人次劇減,地方觀光發展出現危機,亟需思考如何再發展,並能永續。本研究透過田野調查及深度訪談等質性方法,藉由觀光地生命週期理論瞭解白河蓮鄉觀光發展歷程,從中分析極盛時期的成功因素以及由盛而衰的問題,嗣後從永續觀光的角度擬定再發展策略。本研究發現:1996年前,白河的觀光發展階段在探索、投入的階段,在第一屆蓮花節的舉辦後,數十萬的遊客湧入,地方也因此提供了相關旅遊服務設施,週期曲線以急速上升經過發展、穩定的階段,由於受到內外部因素的影響,像是同性質旅遊地的興起以及一些本身條件的限制未能調整或改善,2000至2003年間為穩定、停滯階段,2004後漸漸掉入衰退,近來地方開始省思,著手進行發展策略上的修正,朝復甦的方向邁進。未來,以永續觀光的形式為再發展的策略,即整合地方生態、社會文化及經濟,並加強利害關係人之間的溝通,輔以透過目標市場的行銷,使白河蓮鄉再發展並能永續經營。
Since 1980, Baihe Township shifted its primary crop to lotus with economic value because of the promotion of precision farming policies promoted by the government. The expansive lotus fields had opened up opportunities for tourism. Because of the local festival-Baihe Lotus Festival, countless tourists were lured to Baihe Township. Business was flourishing at that time. However, in recent years, lotus plantations have become less and less over the year which resulted in less and less tourists and the locals started to suffer a crisis in tourism. This problem calls for urgent thoughts on how to re-develop Baihe Township, and ultimately achieve the goal of sustainable development. Through field research and in-depth interviews, this research first unfolds the history of Baihe Township's tourism development through the life cycle theory, and analyzes the factors for its heyday and causes for it to fall into a decline from the heyday, then, comes up with development policies from the perspective of sustainable tourism. This research finds that: Prior to 1996, the phase of Baihe Township's tourism development was ”exploration and involvement”. After the first Lotus Festival, several hundred thousand tourists flooded into Baihe Township which was the reason for the local government to provide tourists with relevant travel services and facilities. The life cycle curve raised rapidly through phases of development and consolidation. However, because of being affected by both internal and external factors, such as destination competition and limitations of Baihe Township, it failed to adjust or improve its development policies on time. From 2000-2003, it entered the phase of stagnation and has slowly come to decline since 2004. Recently, local government and locals start to reflect on the past and proceed with the corrections on the development policies in the hopes that Baihe Township is on the way to rejuvenation In the future, the redevelopment policies for Baihe Township will be proceeded in the forms of sustainable tourism which means to integrate local ecosystem, social culture and economy while strengthening the communications among stakeholders, and with the help of marketing strategies for targeted market, Baihe Township will be redeveloped, and the goal of sustainable management will be ultimately achieved.
