A boom in population since 1950 had brought up numerous public health issues in Hong Kong. The colonial Hong Kong Government had seen these as one of the biggest challenges in its governance, thus propaganda had been used to promote certain health-related and hygienic ideas to the public. As early as 1958, the cartoon 'Miss Ping On' was published in the local newspaper which was the first time for colonial government to adopt cartoon characters as propaganda agency. Despite words and pictures, the government also conducted "Miss Ping On Competition" in some resettlement estates. This article aims to primarily organize and introduce the "Miss Ping On Campaign", with trying to explain the concepts and reasons behind. The "Miss Ping On Campaign" served as the starting point in researching the public health policy in colonial Hong Kong.
