2013年日本〈SPORTS基本計畫〉之全民運動政策發展概述與省思

摘要


2013年對於日本國家體育運動政策而言是一重要的分水嶺,其原因為日本政府於2013年全面改正50多年未修正之〈SPORTS振興法〉,並重新制訂〈SPORTS基本法〉。當然,隨著該法的更新,日本政府亦著手策劃〈SPORTS基本計畫〉。基於此,本研究將以2013年日本文部科學省所制定之〈SPORTS基本計畫〉當中與全民運動政策較有直接相關連性的「提供給學校與地區孩童們有充實的體育運動機會」、「擴充年輕人參與體育運動的機會、支援高齡者體力的增進等適合各年齡層從事體育運動活動的推行」、「提供住民可參與之地區體育運動環境設施」三部分為主要參考資料進行論述。據研究成果可洞悉,目前日本國家全民運動政策的推動方向為:1.從幼兒期孩童的體力向上策略著手、2.充實學校體育相關活動、3.打造以孩童為主的社會體育運動環境、4.推行適合各年齡層的體育運動、5.體育運動之安全確保、6.推動成為地區交流中心的體育運動俱樂部、7.充實地區體育運動的指導者、8.充實地區體育運動的設施、9.地區體育運動與企業、大學等的相互連結。最後,在反思我國可應用之全民策略部分則是提出「1.催生臺灣〈SPORTS基本法〉條例的制定、2.面對少子化與社會變遷在地區廣設綜合型體育運動俱樂部、3.透過體育運動交流促成校園與社區的緊密結合、4.創造安全且以孩童為中心的體育運動環境、5.擴充適合各年齡層參與體育運動的機會,並為銀髮族與身心障礙者打造多樣化且無障礙的優質體育運動空間」五點具體建言,以茲我國體育運動行政相關部門參照借鏡。

The year of 2013 marks an important turning point for the national physical education and sport policy in Japan. The Japanese government implements a total amendment on Sport Promotion Act which has not been revised for fifty years, and sets a new law of 'The Basic Act on Sport'. Along with the revision of the policy, Japanese government also plans on the establishment of Sport Basic Plan. Based on this newly launched policy, this article focuses on three aspects of the promotion plan which directly relates to the policy of Sports for All in Taiwan, including 'Increasing sport opportunities for children at schools and in local communities', 'Promotion of sport activities in line with the life stages - such as increased sport opportunities for the young and support for the physical fitness of the elderly' and 'Improvement of community sport environments where residents can actively participate". Through this investigation, this article intends to offer some preliminary insights for the reference of future sport policy promotion in Taiwan. In reflecting The Basic Act on Sport of Japan, this article concludes with five concrete suggestions for current policy of Sport for All in Taiwan and as references for government departments in future sport policy making. 1. Legislating of Basic Act on Sport for Taiwan. 2. Establishing comprehensive community sport clubs to cope with low birth rate and social changes 3. Using physical education and sport activities and events to facilitate the interchanges between community and school. 4. Creating a safe and children-oriented sport environment. 5. Providing sports participation opportunities across all ages, and building diver and obstacle-free environments for senior citizens and disabilities.
