This study is to develop and construct a system of indexes for the evaluation of environmental education (EE) in elementary schools serving as indicators of the self-assessment in schools and the basis for improvement. To meet the aims of the study, domestic and foreign literature and experts opinions had been reviewed and consulted as well. Four main aspects of EE-Human Resources, Environmental Facilities, Funds, Administration-were sorted out by involving expert questionnaire to analyze and evaluate EE development factors. Weight analysis and AHP were conducted to rearrange the four aspects and sixteen indexes of EE by regarding its value. Based on the findings of the study, some pedagogical implications are provided hoping to maximize the benefits for the future development of elementary schools environmental education.
