Exploring Hegemonic Responses to the Rising Powers: The United States' Strategy to the Rise of China and India

The emergence of hegemonic domination outlines the imbalance in the international distribution of power. The balance of power is not the inevitable result of the international system; instead, it takes place under certain conditions. It is usually the hegemon that initiates the balancing alliance that positions itself against the rising powers. The hegemonic state manipulates the off-shore balancing strategy in which the target is the primary rising power, which faces her neighbor states' balancing measures. The strategic interactions among the United States, China and India reveal that the hegemonic state tries to maintain her global domination through her asymmetric relations with the rising powers for the purpose of checking the primary emerging power's promising development.
