近年來台灣原住民族社會裡興起了一項「部落地圖」調查活動。這是指對南島語系原住民族的居住區域及其祖先過去的活動領域,所進行的繪製地圍之活動。透過這類調查研究,原住民不僅只是繪製一張地區而已,並且希望藉此調查而建立與該土地有密切關聯之民族史,進而作為要求與土地相關的原住民族權利的根據。本文的目的擬從人類學的觀點,藉原民會主導的「部落地圖」調查活動以及台東縣延平鄉布農族之內本鹿調查,省思「部落地圖」調查活動之正面作用以及現行調查活動所依據的前提「確定傳統領域」可能導致的困境。透過此省思,筆者擬對今後此類的「部落地圖」調查提出幾點建議:1、正視「傳統領域之動態性」論點之重要性;2、加強對在地的歷史文化及社會(土地概念及土地制度)之調查研究;3、重視歷史文獻翻譯/解讀,以助在地人建構其歷史主體性。
Community mapping research has become a popular and influential movement in indigenous societies of Taiwan in recent years. This is the movement where Austronesian indigenous peoples in Taiwan investigate and map their traditional territories. By conducting this kind of surveillance study, they try not only to demarcate their traditional territories and dig up land-rooted histories, but also to claim indigenous rights for their groups. The purpose of this article is to reconsider positive influences and controversial points of current indigenous community mapping research in Taiwan. Firstly the author introduces current governmental policy towards this research and secondly describes the native initiative Laipunuk research by the Bunun. Finally this article makes some suggestions for future community mapping research: 1. Importance of introducing a concept of ”dynamic traditional territories”; 2. Importance of more detailed research on local land systems and conceptions of land; 3. Need for translation/interpretation of historical literature on their lands to support self-construction of historical subjectivities of indigenous peoples in Taiwan.
