圖書館聯盟採購NetLibrary電子書的經濟議題初探

Consortium Purchase of NetLibrary eBook: Case Study of an Economic Analysis

摘要


目前圖書館提供電子書服務的主要方式,是透過聯盟發展電子書館藏。台灣於2001年成立了第一個電子書聯盟TEBNET,在去(2005)年底,台、港兩地48家圖書館組成的「知了:高校超級電子圖書聯盟(Cicada-Super eBook Consortium)」,不論是聯盟的成員館數目、採購金額、共同擁有西文電子書冊數,都是目前全球最大的圖書館電子書聯盟,並創下全球最大金額的單一電子書採購交易。雖然電子書聯盟以聯合採購、共享資源的運作模式,幫助會員的電子書館藏倍增,但鮮有研究文獻利用經濟分析探討聯盟採購電子書的相關議題。本文以圖書館聯盟採購NetLibrary的西文電子書為案例,透過經濟學的原理予以剖析與說明,期望能幫助包括來自圖書館、讀者、學校管理層、政府及關心教育資源分配的公眾在內的各界人士,瞭解以聯盟形式建立電子圖書館藏產生的利益與成本、解釋聯盟運作是否達到經濟效率,以及探討未來電子書聯盟可能的發展與挑戰。

Taiwan eBook Net (TEBNET) was founded in 2001 as the first island-wide eBook consortium consisted of 11 educational institutions. By 2005, TEBNET, with its base in Taiwan, expanded to Hong Kong and established the ”Cicada-Super eBook Consortium (Cicada)” consisting of 48 university libraries. Of these, 6 libraries are from Hong Kong. In terms of number of libraries, purchase order, and number of titles, Cicada is the largest eBook consortium in the world. Although the Consortium has significantly helped its members to expand their eBook collection via collective purchase and resource sharing, there are few analytical studies for project of such magnitude. This paper presents an economic analysis based on the case of the consortium purchase of NetLibrary eBooks. It seeks to help all stakeholders of the consortium to recognize the benefits created by the consortium, identify the costs involved in the consortia business operations, illustrate the economic efficiency, and discuss the future developments and challenges of eBook consortium.
