The General Situation of the China Sports Lottery Ticket
摘要
本文主要藉由探討中國體育彩票發展的概況，採用文件分析法，針對中國體育彩票從1994年全國性發行體育彩票到現今的發展狀況。主要探討中國體育彩票發展的發展歷程，發展過程中對於國家財政稅增加之外、公益金受人變化，以及對於其他社會發展層面的其他影響，並且在國家管理體制運行下，需要改進的發展策略。研究結果發現中國體育彩票在發展歷程的政策頒佈，隨著時代背景、社會發展的不同而更迭，並且不斷的開發跟創新新的體育彩票種類，適時的作市場的整頓，以追求更高銷售量。體育彩票最初的發行目的是爲籌集體育發展資金。在中國政府的努力下，體育彩票公益金不斷攀升，爲體育發展的寶金提供保證；且在體育彩票發展下更帶動其他相關産業的發展，爲社會帶來更多就業機會，在民衆認同下，加深體育意識的宣傳。中國體育彩票管理體制下，形成國家、省、市三級發行機構；在目前發展狀況下，提出應積極立法管理彩票、開拓更大市場，並開發產品獨立性、要能設設立專門監管的部門，以使中國體育彩票能更快更完善的成長。

The aim of this study was to find the general situation of the China sports lottery ticket. With documentary analysis we were focused on the development situation of the China sports lottery ticket which was published nationally from 1994 to 2006. During the progress, besides the increasing on the country's finance, the development of the China sports lottery ticket not only changed on the revenue of the public welfare fund but also had other affection on social development, tinder the national management system, it had to improve the advancing tactic on the Chinese sports lottery ticket. With the background and social development changed, we also found the policy on the developing progress had built the categories of the lotteries in order to reorganize the market adequately and enhance the sales volume. The first idea of the purpose on publishing sports lottery ticket was to raising the fund on sports development. Depending the efforts of government, the public welfare fund enhanced continually. It also became an assurance for the sports development. Under the expending of the sports lottery ticket industry, not only pushing other related industries forward but also offering more career opportunities, reinforcing the conscious of sport under the identification of the public. Under the national management system, they had three publishing departments, national, province, and country. Until now, in order for the perfection of the system of China sports lottery ticket management, the government should legislate actively to manage lotteries, build the character of the products, and set the administrations.
