國軍資訊系統委外專案管理成熟度之研究-以C4ISR系統建置為例

The Maturity of Military Chief Staff Organization by Applying OPM3-Illustrated by Assessing the C4ISR Project

摘要


本研究以國軍C4ISR系統委外專案為例,運用專案管理成熟度評鑑模式,參酌國軍組織策略方向與軍備籌建作業現況,用以檢視C4ISR專案委外成熟度,找出待加強之專案管理弱點並制定符合時宜的改進計畫,持續改進組織專案管理成熟度,使國軍各項專案之啟始、規劃、執行及結案等各項程序之成熟度更高。 經評鑑結果顯示,個案專案範疇管理與採購管理尚有大幅改善空間,個案組織須優先改善且亟需建立的能力,就是實踐改善專案範疇驗證程序與辨識上游測量方法,再加強專案管理起始程序,如此將有助於對後續專案進行改善,甚至能應用於往後所有專案的推行。如此不但可提高C4ISR專案委外專案管理能力外,對組織未來整體專案管理成熟度也能逐步提昇,以確保系統籌建順遂。

This study is based upon the case of the outsourcing C4ISR system fielding and installation program executed by MND senior joint staffs. The organization project management maturity model (OPM3) was used to choose the best practice that fit the requirement of mature program management. It takes the re-organization strategic and human resource current status as reference to review the maturity of C4ISR outsourcing project management. Efforts were made to identify the parts that need improvement. Remediation plans were made timely to keep improving the organization's C4ISR project management efficiency, so that it can help to refine all processes such as initialing, planning, execution, monitoring and controlling, and closing in different phases of the project. As the result of the assessment, it shows rooms for major improvement exist in individual case in concern of the project scope and procurement management. The assessment team believes that the capability any management organization needs to establish desperately is the Implement Improvements to the Project Verify Scope Process and the Identify Upstream Measures. Then the management team can work on the Initiation Process Group. This will help improving the project management and the execution of the following cases. The more capable the project manager being able to manage the outsourcing C4ISR project, the more mature the project management will be performed by the organization.
