研發成果之產出分析與加值應用:農業試驗所之案例

Output Analysis of the Research and Development Achievements and Their Value-Added Applications: A Case Study of Taiwan Agricultural Research Institute

李宜映、陳韋竣、楊舜臣。2016。研發成果之產出分析與加值應用:農業試驗所之案例。台灣農業研究65(1):70–83。隨著國內外產業與社會經濟環境快速變遷,農業領域必須適時因應重大議題,發揮專業投入與整合能力,才能彰顯其科技研發之績效,相關農業科研機構應當具此宏遠認識。為期更系統化展現行政院農業委員會農業試驗所(以下簡稱農試所)之農業科研業務成果,彰顯對農業政策方向的配合與落實,以及帶動農業領域新興議題與實際解決重要產業問題的成效,本研究乃盤點農試所近5年之研究成果,並調查農試所研究成果所對應之受益對象、產出形式、發展階段和成果亮點等項目。除了整理為自評資料表單,亦進一步運用交叉分析呈現各研究對於農民、農企業、消費者與政府學研機構等不同目標對象所投入之程度,此分析結果將可運用於決策需優先協助或推動之研究業務,復可作為農試所創新推動議題之策略布局參考。另外,本研究以文字探勘方式,將研究業務進行分類並以檢索表形式呈現,期未來可利用於協助策略規劃人員瞭解農試所各研究單位所具備之研究內容與能力,運用於快速篩選適當研究人員投入所欲推動之議題,組成議題導向之跨領域研究團隊。綜合研究結果顯示,目前農試所主要之研發成果和研究人員集中之領域為栽培技術、育種和病蟲害防治技術等基礎研究,產出之主要受益者為農民。建議未來在因應社會經濟與自然環境變遷,以及配合農業政策與消費者需求下,可藉由基礎研究能量及跨領域整合方式來進行策略性前瞻布局,同時強化各研究單位之橫向整合,以更為精確地因應國家經濟建設和產業的發展需要,並充分呈展農試所之科研績效。

Due to rapid changes in domestic and foreign industries as well as the impacts of socioeconomic environment, agricultural sector should bring about a systematic and integrative approach to carry out research and development programs coping with important issues. In this study, research achievements of Taiwan Agricultural Research Institute (TARI) in the last five years were analyzed, and the number of their beneficiaries, the output forms, the development periods, the major topics, the highlights and others aspects were investigated. Further, we used the method of text mining to capture the keywords of each research, and classified the results into information forms. We found that the current TARI’s research achievements were focused on cultivar breeding programs, pests and diseases control measures, and health management cultivation systems. The major beneficiaries of those researches are farmers and farmers’ organizations. According to the results, we provide a method that can assist TARI organize new teams to conform different agricultural issues. In this way, it would be more effective to meet the agricultural policy and consumer demands and to obtain significant benefits.
