農政單位在農漁村地區推動高齡者工作多年,其主要理念是讓農村老人得以較有尊嚴且較健康的「在地老化」。研究目的有四:l.探討農村高齡者「在地老化」策略在基層之執行現況。2.瞭解「在地老化」策略基層執行遭遇之困難及解決方法。3.瞭解承辦人員及農村高齡者對「在地老化」策略的看法與意見。4.瞭解與分析,提出建議。 經由深入訪談、焦點團體訪談、小組座談,發現受訪者一致認為這項工作有其必要性與重要性,並給予高度肯定。由於各類活動和課程的安排,讓高齡者享有成長空間,獲得「走出來」及接受服務的機會。唯仍有若干問題與困擾有待努力排除。根據研究發現,本研究提出幾點建議: 1.整合相關資源,同心規劃及推動在地老化工作。 2.結合民間力量,給予補助、輔導、和獎勵。 3.加強「侍親觀念」、及「使用者付費觀念」的宣導與教育。 4.增加農村高齡者受教機會,並協助其掃除學習障礙。
The care of the rural elderly has been one of the major activities of the local and central government for years. The main goal of the “aging in place” program is to provide various services to enrich the lives of the rural elderly. The purposes of this study could be four: 1. To understand the present status of performance of the strategy of aging in place of the rural elderly. 2. What are the difficulties met at the local performance of aging in place program and its management. 3. The opinions of the persons working on the programs and also the feeling and the attitudes of the aged citizens to the policy of aging in place. 4. Recommendations after clear understanding and analysis of the present performances of this program. We find there are favorable attitudes of the people visited on the necessity and importance of life care of the rural elderly after deep interview, focus group conversation, group discussion and field visits. They all express high expectation to the programs. Through many activities and courses provided, the aged persons can enjoy their opportunity of growing. They want to walk out and accept services by others. While we also noticed some difficulties and problems had to be solved. In conclusions, we recommend the followings: 1. All resources should be integrated and organized for the purpose of care of the rural elderly. They have to make the plan together and work together. 2. We have to give financial support, supervising and also encouraging the programs. 3. Reemphasizing the importance of family care of the old parents and accept pay for service. It needs education and consensus. 4. To promote the education opportunity of the rural elderly and also to assist them in any difficulties in learning.
