漁港發展海洋觀光類型與資源條件之評析－以台南縣漁港為例

摘要

台灣的海洋觀光遊憩活動正值開創期，若能妥善規劃與管理，不但能提升國民休閒生活品質、提供就業機會、促進地方經濟繁榮，亦可增進民眾對海洋的認識，進而維護海洋環境及生態，此外在發展觀光的同時也需注重本土化觀點，打造屬於當地的觀光特性，因此藉由找出屬於當地的觀光資源、特性以建構出屬於台灣的觀光特色，實為重要課題。以漁港而言，隨著台灣漁業發展面臨資源枯竭，提升漁產品質及漁港之價值功能是必然之趨勢。而以農立國的台灣，漁港的轉型發展海洋觀光是可以塑造出台灣海洋觀光特色之ㄧ的觀光類型，漁港的觀光發展，不僅可提供漁民就業機會及經濟收入外，不同地區所擁有的自然及人文資源，亦是塑造不同漁港的觀光發展類型，故如何妥善規劃漁港的觀光資源及營造出屬於當地的漁港特色實為本研究之重心。本研究主要利用社區資源概念並輔以漁港服務加值階段四種功能類型之評估指標為初步理論架構，進一步針對台南縣漁港進行分析，藉此妥善規劃各漁港的觀光資源及營造出各漁港在發展海洋觀光上之功能定位。

Taiwan's industry of ocean tourism was still in its infancy, if it can be planned and managed properly, the industry not only promotes the quality of leisure life, provides employment opportunities and promotes the place economic boom, also builds up knowledge of ocean and protects the ec-environment of ocean. Tourism development must pay great attention to the localization viewpoint, making belongs to the local sightseeing characteristic, therefore because of discovers belongs to the local sightseeing resources, the characteristic constructs belongs to Taiwan's sightseeing characteristic, actually important topic. On the part of the fishing port, along with the fishery development of Taiwan faced with the resources depletion, the quality of fishing produces of promotion and the value of function of the fishing port is inevitable tendency. Taiwan based on agriculture, the transformation of fishing port can make characteristics of Taiwan's industry of ocean tourism. The tourism development of fishing port not only may provide the fisherman outside the employment opportunity and the income, the different area has the nature and the humanities resources, also are the mold different fishing port sightseeing development types, therefore how plans the fishing port sightseeing resources properly and builds belongs to the local center of gravity of fishing port characteristic actually this research. This research mainly and auxiliary adds appraisal target the value stage four kind of function type using the community resources concept take the fishing port service as the preliminary theory construction, further aims at the Taina County fishing port to carry on the analysis, takes advantage of this plans various fishing port sightseeing resources properly and builds various fishing port in the development sea sightseeing the function localization.
