農漁會組織資訊化與資訊科技訓練發展需求之研究

A Study of Informationization and ICT Training Needs of Farmers and Fishers' Associations in Taiwan

摘要

本研究旨在瞭解台灣農漁會組織資訊化的程度，包括其資訊基礎建設、軟硬體建置、以及其使用政府推動之農漁業組織共用資訊系統的情形，同時分析農漁會組織過去辦理資訊科技教育訓練的經驗，與其成員對資訊科技之訓練發展需求。研究以問卷調查方法進行，對象為全國348個農漁會組織，並以特別開發之全國農漁會資訊化調查系統，於2005年10月進行線上填答以回收資料。研究結果顯示，在行政院農業委員會與相關單位的補助下，全國農漁會電腦資訊設備環境與軟硬體已達普及程度，但對於農業共用資訊系統的平均使用率則偏低，其中使用最多的系統為公文電子交換系統；而部分農漁會則會使用自行開發或外部開發的資訊系統。在農業共用資訊系統滿意度方面，評鑑值為3﹒5分（滿分為5分）。至於過去辦理資訊相關訓練的經驗中，約有七成的農漁會過去曾針對組織成員進行資訊科技的教育訓練，課程主題範圍以「與業務相關之資訊系統」比例最高，顯示組織對於業務導入資訊系統的迫切性與重視程度。本研究進而比較組織性質、地區別與層級對其資訊化表現與組織成員資訊能力之差異，同時瞭解其未來資訊科技訓練發展需求，並提出未來研究方向之建議。

This study intends to explore levels of informationization of Farmers and Fishers' Associations in Taiwan, including information and communication technology (ICT) infrastructure, hardware and software, adoption of the shared agriculture information systems provided by the government. It further explores ICT training experiences of these organizations and their needs for future training of ICT. The survey study was administered via an online survey system developed in October 2005 to 348 Farmers and Fishers' Associations throughout Taiwan. Results of this study reveal that almost all Farmers and Fishers' Associations had successfully constructed their ICT infrastructure with the supports of Council of Agriculture. However, the adoption rate of the shared agriculture information systems provided by the government is still low. The most used system is the electronic document exchange system. SomeFarmers and Fishers' Associations chose to use other information systems outsourced or self-developed instead of the government provided ones. Yet in general, they were satisfied with the shared agriculture information systems by rating 3.5 out of 5 points, the highest satisfied degree. As for the ICT training experiences, about 70% of Farmers and Fishers' Associations once hold ICT training programs. The most common courses were training of jobrelated information systems, which signified the urgency and importance of information system implementation in organization. This study further analyzes impacts of organizational attributes, locations, and administrative divisions of organizations on the informationization and employees' information literacy of Farmers and Fishers' Associations; and explores needs for future ICT training. In conclusion, suggestions for future study are illustrated.
