台灣水庫集水區永續經營評估模式之建立

摘要

台灣水庫集水區面積幾乎占全台面積的七分之一，但真正能夠提供良好經營模式的水庫並不多，物別是近年來水災旱災的接踵而至，讓吾人必須對水資源的問題有更長遠與整體性的反省。顯然地，要使水資源能夠永續利用，僅仰賴興建水庫已不足因應，甚且過度開發水庫更會造成殺雞取卵的毀滅性結果，能夠評估水庫經營的標準更是重要。
本文將永續發展的理念融入台灣水庫集水區的經營，除了供給面的思考之外，其管理評估必須以生態、經濟及社會為考量，故針對永續經營之供需條件研擬出層級－的三大因子，包括生態、水庫品質與環境之穩定性，採用階層分析法(The Analytic Hierarchy Process, AHP)，藉由專家學者與行政官員的權值考量，作為評估模式建立之基礎。期望有助於台灣水庫集水區的經營管理，達成水資源永續利用之目標。

The area of reservoir watershed occupies nearly one seventh in Taiwan, but few reservoirs would own the suitable development management model to solve the practical problems. Due to the recently coming of flood and drought disasters, it is necessary that the water resource development should have more comprehensive plan and problem introspection. Obviously, the sustainable development of water resource cannot be only depended on the establishment of reservoirs. It would be better to improve the existed reservoir though the establishment of assessing model. This research would combine the idea, sustainable development, with Taiwan reservoir watershed management, and offer a complete assessing framework, including ecology, reservoir quality and environment. It would also evaluate the relationship amount factors and their relative weights by using analytic hierarchy process (AHP) and expert questionnaire from related specialists and government officials for the sustainable development of Taiwan reservoir.
