市售防曬化粧品品質調查

Quality Investigation of Sunscreen Products in Taiwan

摘要

為了解市售防曬化粧品之品質與包裝標示是否合乎規定，95年度委請各縣市衛生局，自95年2月至4月間，於當地之藥局、美容美髮材料行、美容護膚中心及化粧品量販店等處進行檢體之抽樣，共計抽樣檢體50件。結果顯示，品質符合原廠規格者35件，品質不符合原廠規格者5件（國產3件，輸入2件），佔抽驗總件數之10.0%。品質不符合原廠規格之5件檢體，其防曬成分之含量均與原廠規格不符，其中1件產品同時檢出處方外之防曬成分。
產品未辦理查驗登記，但宣稱防曬用途且檢出防曬成分者共9件，佔總抽樣件數之18.0%。產品之外盒包裝或容器標示不符規定者8件（國產1件，輸入6件，未標國別1件），佔抽驗總件數之16.0%。
綜觀歷年6次（88至95年）之調查結果顯示，品質不符合原廠規格的部分今年度略有增加，未辦理查驗登記的情形，歷年比例各有波動，95年調查結果雖比94年度高，但相較於91年度則已有改善。標示不符合規定之比例，有下降的趨勢。本調查結果已於95年6月1日發布新聞。

The object of this study is to assess the quality of sunscreen products. Fifty sunscreen products were sampled from supermarkets, cosmetic stores, drug stores and department stores from February 2006 to April 2006. The ingredient and labeling were examined.
The results indicated that 5 samples (10.0%) failed to comply with their specifications; three samples are domestic, one from U.S.A. and the other from Korea. Nine samples (18.0%) contained sunscreen ingredients but lacked official license. Eight samples (16.0%) failed to meet the labeling requirements of regulation.
