嘉義縣山地鄉鎮裸露地調查之研究

The Research on Bare Area of Six Districts in Chiayi Slope Land

摘要


本文利用遙測技術,以地物的光譜特徵萃取嘉義縣六個山地鄉鎮的裸露地分佈資料。依SPOT衛星多光譜態影像之分析結果,嘉義縣六個山地鄉鎭之裸露地可分成三級,最少一級爲大埔鄉,面積約1,200公頃;第二級爲番路及梅山鄉,面積約1,600公頃;最多一級爲竹崎,阿里山以及中埔鄉,面積約2,100公頃。筆者研判,大埔郷裸露地面積最低之原因,主要是該鄉鎭位於曾文水庫集水區的範圍內,因水庫周圍的濫墾行爲可受到約束有關。分析結果顯示,裸露地面積百分率與人口密度,道路密度以及建地面積率有很高的相關,足見裸露地之形成與開發行爲有很大關係,特別是濫墾行爲。爲更有效率的利用衛星資料檢測裸露地,應該加密取得衛星掃描監測的影像資料;又爲發揮水土保持宣導效益,本文建議政府應重點加強對坡地居民心理宣導工作。

The present study used the remote sensing techniques to extract the deforested area of Chiayi mountain districts. From the results of SPOT multispectral image analysis, the deforested area were divided into three classes. The first class was of less than 1,200 hectares, e.g. Ta-Pu district, the second class had about 1,600 hectares, e.g. Fan- Lul and Mai-Shan districts, while the third and the largest one had about 2,100 hectares, e.g. Chu-Chi, A-Li-Shan, and Chung-Pu districts. The Ta-Pu district has the least minimum amount of bared barren area, which according to the authors is because the district is located inside the watershed area of the Tseng-Wen reservoir where deforestation is strictly under-control The regression analysis results showed that the percentage of bared borren area is closely related to the variables, such as population density, road density and the percentage of build area. The analysis show that the development behaviors could strongly influence the formation of bared area, especially the unmanaged deforestation. In order to monitor the situation more efficiently by using satellite images, it is recommended that the frequency of the image scanning should be increased and that the government should educate the local people more regarding this issue.
