This article first introduces the establishment process of the laws and regulations on soil and water conservation, since the founding of J.C.R.R. in 1951 to the publishment of Soil and Water Conservation Act in 1994, In particular, the focus is on the law-making procedures of the Soil and Water Conservation Act over 25 years and the law's construction. Besides, this article presents the problems and resolutions that the governments face when executing the laws and regulations. The relationships between the Soil and Water Conservation Act and the Slopeland Conservation and Utilization Act, particularly the issue of concurrence of laws, has always confused the administration and judicial institution. This article arranges and analyzes the opinions as to how the two institutions mentioned above confront the problems and also provides some possible solutions.
