桃園水利會埤塘管理與多角化經營問題之探討

摘要

農田水利會之經營主體為灌溉排水事業，以往之營運管理模式主要為配合糧食之生產，但因為社會經濟型態改變，農業的獲利情況變差，水利會營運所需之財務日益困窘，水利會均希望進行多角化經營，期望能利用水利會擁有的人員、設備、技術與水土資源，在原有的農田灌溉排水任務之外，可以因時地之便，經營適當之項目，提升水利會之效能及營收。桃園水利會灌區擁有大量的埤塘，因埤塘為水利會所擁有，不需再進行設備之投資，相當適合作為水利會多角化經營的項目，除了原有調節灌溉用水的需求外，可考慮在兼顧環境與生態做多元化的管理規劃。本文針對埤塘多角化經營做適法性及可行性的初步評估，作為水利會多角化經營之準備，期能減少政府開支，提升農民生活環境與品質，達到農田水利會永續發展的目標。

Irrigation management is the major task of Irrigation Association. But the importance of the role for food production has been diminished from the pattern changes in socio-economic activities. Most of the irrigation association suffer from the financial difficulties. Most of the irrigation associations try to extend their service categories for more revenues. There are many irrigation ponds in the command area of TaoYuan Irrigation Association. These ponds played an important role for traditional irrigation management. And they can serve the communities for recreation and ecological conservation purposes in the future to increase the revenues for the irrigation association. This paper presents feasibility study for converting the pond from traditional irrigation management operation to a multipurpose object. Some operational strategies are also proposed for future reference.
