在數位化的新時代中,組織持續性的競爭優勢來自於領導者的創新能力。政府領導者對資訊管理的需求不再只是將大量的例行工作自動化,而是建立高度「交互運作性」(interoperability)的網路環境,幫助管理者為新的問題尋求創新的解決方案。 儘管如此,我國政府機關的網路系統仍多各自獨立,主要功能僅限於單向傳播。即使在實質服務的提供上,大多數對民眾服務的網路系統不是僅能提供部份單純的互動(如表格下載),就是因為管理或設計的問題而乏人問津。雖然建立網路交互運作性在理論上有提高政府機關效率、效能以及回應性的潛力,但在現實上卻有許多必須克服的障礙。本文的目的即在討論網路交互運作性的重要性與挑戰,進而針對各種可能的障礙提供具體的政策與管理建議。
Interoperability is a quality of increasing importance for information technology products as the concept that ”The network is the computer” becomes a reality. However, while the the construction and management of Web sites are becoming essential elements of public administration in Taiwan, the issue of interoperability has been generally ignored. This paper is intended to explore the issues hindering the interoperability among the networked systems of public agencies. It first identifies the potential advantages of interoperability in government based on a literature review. These benefits include efficiency, effectiveness and responsiveness. The technical, organizational, as well as political difficulties of establishing interoperability between public Web-based information systems are then explored in light of the research done by Andersen & Dawes (1991) and Landsbergen & Wolken (2001). This paper concludes that Most of the governmental agencies in Taiwan are in need of improving the coordination between Web designers, Web masters and the line mangers of the agencies. A number of strategies to improve the management of Web-based services in government are also provided.
