產業化趨勢下非營利組織策略思維之探討

摘要

在民主多元的社會中，以公民參與地方自治來滿足公民多元需求的社區主義精神，是彌補官僚治理模式的末端神經遲鈍之政府失靈現象最受歡迎的方式。由於現代「發展」的治理觀念重新詮釋，非營利組織逐漸取代政府來主導對社區的影響力；而非營利組織面對財源流失的挑戰，朝響産業化來發展已是不可避免的趨勢。因此本文將從管理觀點的角度來說明非營利組織面臨環境的變遷所應具有的經營思維。首先必需闡明「發展」的概念對後現代社會中社區營造與非營利組織産業化背景的意義與非營利組織成長策略方向和類型；其次針對産業化所面對的情境，建議以適當的管理思維典範來因應競合過程中非營利組織發展需求，以平衡非營利組織的社區發展與經濟目標。

The responsiveness of government is one of the important issues of governmental failure. The most popular way to deal this phenomenal is to promote Community that can satisfy the diverse needs by the citizen participation. The concept of 'development' is being reinterpreted in era of postmodern, non-profit organization plays more critical role than government does. This paper will adapt managerial perspective to demonstrate the proper business thinking pattern of nonprofit organization in face of changing environment. The concept of development and growth strategies will be elaborate in the beginning. Then this paper states the characteristics of competition situation so that nonprofit organization should choice a proper strategic pattern in fit of its unique resource advantage. Finally, several industrial policy were suggested to assistant nonprofit organization involve the industry.
