從實務經驗談我國非政府組織參與國際議題

The NGOs in Taiwan and Their Participation in Global Issues: A Perspective from Practice

摘要


我國必須面對「全球化」國際潮流。為追求國際社會更大生存空間,必須認知「外交關係不可替代」,鞏固邦交、增加邦交國數目,更須加強與無邦交國家之實質關係。隨著國際間非政府組織(NGO)影響力日增及對聯合國「全球議題」(Global Issues)之關切及有效參與,政府與國內NGO應加強合作,增強後者實力,配合「新外交」之思維,「全民外交」之參與,積極與國際非政府組織(INGO)互動、接軌。各界既有將台灣建設為「東方瑞士」之願景,自應認真思考今後如何強化「國家競爭力」,提高國民素質及生活品質。國內NGO理念十足,活力充沛,專業貢獻之餘,可透過各種議題及工作,增加國民「社會責任感」,提升「公民社會」水準。

Our country must ride the trend of ”Globalization” and strive to broaden our space in the international community to ensure our survival. For achieving this goal, we have to first and foremost recognize the ”irreplaceable role of diplomaticties” and work on the strengthening of our relations with allies and the increase of their total number. We must also work to enhance our substantive cooperation with countries that do not have official ties with us. Recognizing the ever growing influence of the NGOs and their being vocal as well as more effectively taking up the ”Global Issues” advocated by the UN, our government should expand and accelerate its cooperation with local NGOs so as to in turn strengthen their vitality and power to act. Also, backed up by the concepts of ”New Diplomacy” and ”People-to-People Diplomacy”, our local NGOs will be able to maintain proactive dialogue and close interactions with INGOs. Given the consensus in our country to build Taiwan into the ”Switzerland of the East”, we must work on how to further upgrade our ”national competitiveness”, improve the quality of our human resources, and raise our living standards. The NGOs in our country are vibrant and full of ideals. In addition to their contributions of expertise in various domains, they can help promote the ”sense of social responsibility” and advance the level of ”Civil Society”.
